York County councils weighed big contracts, rezonings, and tax deal; outcomes pending
York County's boards and committees packed the second week of July with high-dollar contracts, a major rezoning of 367 Fort Mill-area parcels, and a tax incentive agreement for Project Palmetto Rock. County Council: contracts and rezonings
County Council met July 8 for a special called meeting to consider the third and final reading of an ordinance authorizing a fee-in-lieu of ad valorem tax agreement with Project Palmetto Rock, including special source revenue credits and multi-county industrial/business park establishment. The agenda also listed an executive session on matters related to the ordinance.
On July 13, Council's regular agenda included several large procurement items:
- Eventide logging recorder system for 911 services, not to exceed $1,057,000.00
- Backup solution from Katalyst Network Group for $577,346.33
- Annual inmate food services contract with Trinity Food Services Group, not to exceed $1,000,000.00
- 120 anti-splash food frames for the Detention Center, estimated at $423,479.25
Council was also scheduled to take third reading on rezonings covering 73.73 acres on Lockart Road, 3.01 acres on Williams Road, and 33.95 acres on Windmill Lane.
Planning Commission: 367-parcel Fort Mill rezoning
The Planning Commission met July 13 with a public hearing on Waiver W26-4 to allow gravel parking at 510 Annie Alexander Court (OI zoning). New business included:
- A road name change for two roads in the Lowland Meadows preliminary plat near Bridgewater Road in Rock Hill
- Rezoning 26-19: 95.8 acres on Lawrence Road, Clover, from AGC to RUD
- Rezoning 26-15: 367 parcels in the Fort Mill area (including Ashe Downs and Cole Creek) from RMX-10, RMX-20, GC, UD, and PD to RMX-6
- A text amendment adding Trade Services as a permitted use in the GC district and Building Material/Vehicle Service uses in the ID district
The 367-parcel rezoning, if advanced, would change zoning for a broad swath of Fort Mill-area neighborhoods.
Public Works Committee: Animal Shelter update
The Public Works Committee met July 8 to approve minutes from its October 22, 2025 meeting and hear a staff update on York County Animal Shelter operations, with input from Croft & Associates and LMG. No other actions were listed.
Board of Zoning Appeals: setback variance
The Board of Zoning Appeals met July 9 to consider a variance request by Christian and Linda Wright to reduce minimum required setbacks for an accessory structure at 1355 Mack Dr (TMS# 3140000056) in the McConnells Community. The agenda also included approval of May 14, 2026 minutes and a possible executive session.
Finance & Operations Committee: board appointments
The committee met July 13 to review applications for several county boards and commissions: the York County Culture and Heritage Commission, the Catawba Mental Health Board, Keep York County Beautiful Board, and the Board of Zoning Appeals (District 1).
Transportation Committee: memorial sign funding
The Transportation Committee met July 13 to consider a proposed $500.00 allocation for memorial signs at the intersection of SC Hwy 322 and US Hwy 321, honoring Sheriff Joe Mitchell, at the request of SCDOT.
