Capitol Path Consulting
John Culton provided federal updates pertaining to Adams County, noting
funding for Schoonover Road is within the top twenty (20) requests on
Representative Baumgartner’s community project funding list, with no
guarantee of funding. The house appropriations subcommittee will review
the projects and make their decision in late May. Federal bridge funding,
the surface transportation bill and the farm bill were reviewed.
Kyla Shkerich Blair provided an after-session report, noting Senator
Schoesler was instrumental in Adams County receiving $258,000 for the
public safety building. There continues to be a budget shortfall in
Washington State with Ms. Shkerich Blair reviewing several ideas being
floated in Olympia for balancing the budget. Indigent defense funding for
counties will not have any relief.

City of Othello Dispatch Agreement
Sheriff Wagner provided background on services provided to the City of
Othello for dispatch, noting a certified public accountant provided figures
to be used for allocation purposes to entities using county dispatch
services. Mayor Johnson, City of Othello, noted shock at the price billed
the city for services, along with Othello Police Chief Aaron Garza,
expressing an eagerness to work through the process.
Commissioner Weise provided a financial recap of state monies to the
county from FY2017 to present. Revenues and expenditures for E911
Fund #103 were reviewed.
All parties concurred with extending the effective date of termination from
February 28, 2026 for an additional ninety (90) days. No other issues
were noted.

The T2 software the assessor and treasurer offices utilize was reviewed
with Central Services Director Igbinoba. The IT department will be
upgrading the software, with Commissioner Weise noting the importance
of both offices being aware of, and understanding, the upgrades that will
be made. The software is critical to the function of both offices.
County Postage Expense
Central Services Director Igbinoba reviewed county postage costs with the
Board, noting that he is preparing a system of billing county offices and
departments for postage costs

Juvenile Department
Juvenile Department Director Olascon met with the Board regarding the
JDAI grant. Olascon noted that the state will reimburse for alternative
sentencing, however, the line item was removed from her 2026 budget.
Without the line item, the state will not reimburse the county for electronic
monitoring. No action was taken pending additional consideration from
the Board.
Department of Health
Prosecutor Flyckt reported that Attorney Anna Franz is willing to contract
with Adams County as a special deputy prosecutor for health department
matters. The Board concurred with entering into a contract with Ms.
Franz. Prosecutor Flyckt will appoint Ms. Franz and execute the proper
paperwork. Costs will be allocated to the Health Department.

At 10:15 a.m. Chairman Blankenship announced the Board would recess

Board Workshop – Department Updates
Central Services
Director Igbinoba reported the following departmental activities:
• New router installation – successfully completed the installation and
configuration of the new enterprise-grade router. Full integration is
now live and the department is monitoring for optimal operation.
• Duo Multi-Factor Authentication (MFA) Rollout – implementation is
now at 90% complete across users and systems.
• Ongoing Initiatives – Zero Trust Architecture Adoption – actively
pushing forward with the Zero Trust security model. This includes
enhanced verification for all access requests, segmentation of
resources, and continuous monitoring. Early phases are underway,
aligning with industry best practices.
Geographic Information Systems (GIS)
Director Stolsig reported the following departmental activities:
• This past month has primarily been maintenance projects – parcel
edits; adding or editing address points and precinct edits.
