Ms. Shkerich-Blair provided updates on the prior legislation session to
include the budget deficit; millionaire tax, noting the 9.9% tax is projected
to add 3-4 billion, annually, to state revenue; redirected funding from
LEOFF 1 pension fund; reductions of state agencies; sales tax
exemptions; and, the climate commitment act.
Mr. Pailthorp reviewed HB2442 and the effect it may have on counties. A
per-mile charge for drivers contains several issues with logistics, noting
with a highway usage fee paid on registration to be more environmentally
friendly, citizens will end up paying more.
Shkerich-Blair reviewed what the 2027 legislative session may look like,
noting, it will be a long session. Currently, over a dozen retirements have

Building and Planning
Director Lorenz reported on the following:
• Planning Commission Items – working with AHBL on periodic
comprehensive plan update. Was notified by commerce that
funding has been reduced.
• Building Permits – forty-nine (49) permits to date with a total of
$102,142.95 in fees collected, compared to 2025 with forty-seven
(47) permits, at this time, and $228,628.66 in fees collected. Not as
much commercial activity this year. New housing permits are down
across the state.
• Fire Marshal Item – the annual burn ban is in effect as of June 1st.
• Code Enforcement – No new cases. To date, there are eighteen
(18) open cases. There is a new hire for the code enforcement
position.
• Proposed Alternate Work Hours Policy Update – no action taken.

Director Igbinoba reported the following:
