Attending were Board members Bruce Robertson, Veronica Haney, Lannis Selz, General Registrar (GR) Patricia Morton, and citizen observer Amanda Chase Scott. The EB voted 3-0 (Motion: Selz) to delegate opening of the 1A envelopes to the GR and the Deputy Registrar (DR). The EB reviewed the content of each precinct’s #2 envelopes with the respective Precinct Chiefs for completeness of documentation, in preparation for a complete Canvass review the next day. Motion to recess the meeting until 9:00 AM Wednesday 5 August (Robertson) was made at 9:35 pm upon completion of review, passed 3-0. Mr. O’Brien was late arriving to the meeting. He arrived at approximately 6:25 p.m. Ms. Blackwell determined that a quorum was present. Review/Approval of Minutes Ms. Mobley motioned, with a second by Mr. Adams, to approve the May 13, 2026 minutes. The motion carried unanimously (O’Brien absent). Discussion-Zoning Ordinance Amendments related o General Assembly Action Mr. Roark provided an overview of the Zoning Ordinance Amendments required based on the actions of the General Assembly. Mr. Roark stated that the Manufactured Home land use would need to be added to the R-1, R-3, B-1 and H-1 zoning districts as a Permitted Use. The Planning Commission briefly discussed the implications of the changes in areas that have traditionally not allowed manufactured homes. Mr. Roark continued with the overview of the Utility-Scale Solar Energy Farm changes to Section 19.6-97. Attending were Board members Bruce Robertson and Veronica Haney, as well as General Registrar (GR) Patricia Morton. No members of the public were in attendance. Minutes of the last meeting were approved and signed as presented. A revised Electoral Board meeting schedule was approved for the remainder of 2026, 2-0 vote. Sunday Early Voting hours for the two required Sundays were set to be 11 AM —4 PM. It was decided that Patricia would send the Board a PDF of the Officers of Election (OOE) survey results, and that she would follow up with those OOEs who requested that we touch base with them about their feedback. It was agreed to hold off contacting potential new OOEs for the time being, as we already have a fair number more officers than we can use. Veronica will get the Early Voting information out to two Ministerial associations in the area.
