TOWNSHIP FIRE CONTRACT
CITY COUNCIL MEETING
February 25, 2026
The semi-annual meeting with the townships that have fire protection contracts with the city was held on February 25, 2026 at 6:00 p.m. in the City Council Chambers.
Present: Mayor Duane Lewis, Council members John Sutherland, Aaron Kaiser, Dennis Merschman via Zoom, Chad Bonik, City Clerk Lyle Mathison, and Deputy Clerk Priscilla Johnson.
Also Present: Bruce Sly, Jim Herman, Dan Lavine, Dave Iverson, Larry Olson, Kevin Olson, Karla Netland, Cheryl Netland, Ron Knable, Clarence LaCroix, Ian Anderson and Darin Steindl.
Mayor Lewis called the meeting to order at 6:00 p.m.
Mathison went over the 2025 final budget review. The total under budget for the year and revenue brought in from other sources is designated to go to the fire truck savings account per contract. The Truck savings account balance was presented. The 2026 budget was gone over. The budget increased by $12,797.27 from 2025 to $121,691.27. The main increase was the cost of the SCBA’s that were required to be replaced and the city bonded for in 2024, that annual payment for 2026 is $10,899.27.
Discussion on Fire State Aid amounts and where that goes. This is paid by the state to help subsidize pension costs for local fire relief associations.
2025 was a slow grass season with very little structure fires.

Kaiser made a motion to accept the agenda, seconded by Sutherland, motion carried.
Brenton Bergh and DJ Ekre of Fireman’s Relief requested from the council to increase the annual funding level by $250 to set it at $2750.00 per year. Motion was made by Merschman to approve the request and the $250 increase, seconded by Sutherland, motion carried.
Sutherland made a motion to approve the City Council minutes from January 14 and January 28, 2026. Seconded by Bonik, motion carried.
Kaiser made a motion to approve the consent agenda which included: Approval of checks written in January for the City and Liquor Store, the approval to pay outstanding invoices for City and Liquor Store, Small Cities Draw Request #5, State Agreement Runway Rehabilitation Cost Analysis, Move $1304.83 from Fire Dept Gear Committed Funds to General Fund for Turnout Gear purchased in December, Move $10,943.14 from Fire Dept. Council accepts police union deal, appoints new city attorney

Motion was made by Sutherland to accept the agenda, seconded by Kaiser, motion carried.
Erick Dahl addressed the council with some ideas to improve traffic to the airport. Some things other airports have are a fuel station and weather reporting station. Pilots passing through will stop or will solely go to the airport based on fuel. Once you get fuel and the weather station it opens it up to lots more possibilities. Also the weather station is a safety measure for life flights and area pilots. Hanger space is scarce. According to Dahl Bemidji and Fosston have built hangars and they are full with a waiting list. There are people that would travel if the hangar space is available. Lewis thought it would be better for the City to lease the land and the airplane owner would build the hangar. Currently hangars up at the airport lease the land and the price is based on the square footage of the hangar. Mike Karvakko brought three final pay estimates to the board for Phase 1 and 2/3 of the Water Sewer project and the Water Tower Rehabilitation project. Masterson commented that Phase 2/3 went about $120,000 over the $7.2 million PFA grant. Karvakko presented Resolution #5-26 Accepting the Certificate of Final Approval from City engineer for City of Bagley Elevated Water Storage Rehabilitation Project and a Certificate of Final Approval for the project. Motion was made by Sutherland for Resolution #5-26 and the Certificate of Final Approval, seconded by Bonik, motion carried.

Bagley utility rates to rise; water/sewer project payments approved
The Bagley Public Utilities Commission approved December 2025 expenditures and January 2026 bills, and adopted a resolution increasing water and sewer rates effective January 1, 2026. Commissioner’s Meeting
January 14, 2026
Chairman Thomas Lillegaard called to order the regular meeting of the Bagley Public
Utilities Commission on January 14, 2026, at 10:00 am. Present for the meeting were
Commissioner Dennis Merschman via zoom and Commissioner Stuart Lien. Also at the
meeting were managers, Bill Masterson and Ashley Shongo, City Clerk, Lyle Mathison and
Mayor, Duane Lewis.
Motion made by Lien to approve the minutes as written for the regular board meeting held
December 17, 2025 Motion was seconded by Merschman and carried.
December 2025 expenditures were reviewed. Motion by Lien and second by Merschman to
approve the December 2025 listing of payments by check and electronic transfer. Motion
carried.
The Commission discussed invoices submitted for payment in January 2026. Lien made the
motion to pay all January bills as presented, Merschman seconded, and the motion carried.
A motion was made by Lien and seconded by Merschman to approve items listed on the
consent agenda relating to the water and sewer replacement project. Items included:
1. USDA Request #20: $227,067.23;
2. PFA Request #10 Final: $208,691.19;
3. Reierson Construction- Phase 1 Final Pay App #11: $86,172.22;
4. Reierson Construction- Phase 2/3 Final Pay App #10: $318,177.87; and
5. TanksCo.- Final Pay App #4: $6,383.00
Motion carried.
