Chairman Houston called meeting to order at 10:30 AM. Invocation and Pledge led by Councilman
Alexander. Chairman declared a quorum.
Motion by Councilman Hooper, seconded by Seconded by Councilman Kenner, Motion
carried.
Welcome by Chairman Houston. Today is a presentation on the sales tax project.
Administrator Riley introduced Mr. Collin Filo. Mr. Filo, Administrator Riley, and Ms. Sandy
Cochran have been working closely together to bring the plans to this point. Mr. Filo wanted to
present an update to Council on the plans for the Amphitheater in Barnwell County.
Mr. Filo introduced himself as the Project Manager with Ardurra. He’s been working on this
project for close to two years. The presentation today views what are called “Construction
Drawings”. They contain all the details required to bring the project to the permitting stage and
start construction. The Master plan has been completed. Mr. Filo elaborated on the details of the
layout.
He identified the different areas in the park by color code. He showed boundaries

Attorney Kim Wunder, Pope Flynn Law. Barnwell County voters reauthorized the Capitol Project
Sales tax in 2024 General Election. The voters approved a list of projects. The top priority was
the replacement of the Barnwell Animal Shelter. This is a great opportunity for Barnwell County
with this agreement. Ms. Scott and the other representatives of the Animal Advocates were very
generous. The product of this negotiation is the generation of two documents that are ready for
Council’s approval should Council decide to approve them. The purpose of this meeting is a
Workshop, which is a formal environment to discuss. The agenda is not ready to approve the
agreement at this workshop. The approval will come during the Council meeting. The first
agreement is the agreement to purchase the land. Ms. Scott and the Animal Advocates have been
working with an architect and have plans to build a second facility on the same property. This is a
two-state process. The first state is that the County is ready to go ahead and purchase the ex

Call to Order: Chairman Houston called the Special Council meeting to order on Wednesday, May
20, 2026, to discuss the. budget. Councilman Alexander gave the Invocation and led the Pledge of
Allegiance. Chairman Houston declared a quorum was present.
Approval of Agenda: Motion to approve the agenda by Councilman Cruz, Seconded by
Councilman Hooper. The Motion Carried. Chairman Houston mentioned that our June meeting is
scheduled the same day as Primaries. Councilman Alexander made a Motion to add to the May Regular
Council agenda to discuss June Council meeting due to elections being the same day, seconded by
Councilman Cruz. Motion carried. Motion by Councilman Hooper to approve the amended agenda to
discuss the June meeting, seconded by Councilman Alexander. Motion carried.

Chairman Houston called the meeting to order at 5:00 PM. Invocation and Pledge of Allegiance was
led by Councilman Kenner. A quorum was declared by Chairman Houston. The agenda was approved.
Chairman Houston turned the meeting over to Administrator Riley to provide updates on the budget
status. Administrator Riley distributed handouts and pointed out specifics of the budget. Administrator
pointed out a change, the chart shows $1.418; however, that number has changed and should read
1.09M, if we do mileage increase. With specific reappropriations, we can get around $800K of needing
that much for the fund balance.
We need to look into working on the building permit fees, which have not been adjusted in several
years. Surrounding counties are charging a good bit more than Barnwell County. Since April 6, 2026,
the County has received 60+ building permits. On Landfill fees, Three Rivers is going up so we should
perhaps look at the Landfill fees.

Call to Order: Chairman Houston called the meeting to order on Tuesday, April 14, 2026. Councilman
Hooper gave the Invocation and led the Pledge of Allegiance. Chairman Houston declared a quorum
was present.
Approval of Agenda: Motion to accept the agenda by Councilman Cruz, Seconded by
Councilman Hooper. The Motion Carried.
Approval of Minutes: Minutes of Council meeting, March 10, 2026; Special Called Council meeting,

Councilman Houston called the meeting to order at 6:00 PM, to discuss Generations Unlimited
Operations/Closure. This meeting is intended to receive public input/questions on the Closure of
GRU.
Invocation and Pledge of Allegiance led by Councilman Hooper. Chairman declared a quorum.
Motion by Councilman Hooper to approve the agenda, seconded by Councilman Buckmon.
The motion carried.
Chairman Houston opened the floor for public comment. There was one (1) public comment made
by Ms. Barbara Patterson, District 6. Ms. Patterson served on the GRU Advisory Committee and
had concerns about whether the Advisory Committee was resolved at the time the Executive
Committee resolved. Chairman Houston advised that the citizens could continue to meet in an
Advisory capacity if they had ideas to share with Council, knowing that dealings with Generations
Unlimited.

Attendees: Chairman Houston, Councilmen Kenner, Hogg, Alexander, Cruz, Buckmon, and

Councilman Houston called the meeting to order at 6:00 PM, to discuss Generations Unlimited
Operations/Closure (GRU) going forward. This meeting is intended to receive public
input/questions on the status of GRU. We do have representatives from the GRU Board who can
hopefully help us answer your questions. Representative Lonnie Hosey is also present tonight.
Invocation and Pledge of Allegiance led by Councilman Cruz. Chairman declared a quorum.
Motion by Councilman Hooper to approve the agenda, seconded by Councilman Kenner.
The motion carried.
Chairman Houston opened the floor for public comment. Chairman Houston wanted to be very
clear about the Closing of GRU. No funds were every misused or taken or stolen. This must be
clearly understood. The reason GRU is unable to continue demands such as transportation is
because of the lack of funds. We counted on funding from South Carolina Department of
Transportation (SCDOT); however, we were unable to produce paperwork on time, so the funds
were not released. SCDOT was providing funding at the rate of $100K match money per
