Roll Call called by Clerk Krug. Council Members Isbell, Honchell, Harp, Hughes,
Newport, and Wilms present. Mayor Flynn was present.
Citizen Input Mayor Flynn explained the 3- minute per- person rule for Citizen
Input. He proceeded to call each person on the list, in turn.
Ginny Vance, 5 Glencoe Ln. Ginny came to speak about the "Grow Native"
initiative to grow a Monarch- Friendly Bella Vista by starting a Pollinator Pocket
Program. They are asking for a City liaison to help them identify the first locations
throughout Bella Vista for their pollinator pocket planters.
Patti Foss, Carroll Drive. Patti came to speak about the need she sees for more
comprehensive city planning. She believes we need to ask the larger questions
of" What are the goals for Bella Vista and what kind of community are we trying
to become?" before we can answer the question of lowering the A& P tax,
which was a proposed ordinance on the Agenda. She was disappointed that
the Agenda Packet didn' t provide a fiscal impact or explain the larger policy
objective behind the reduction. She proposed a forum bringing together
residents, City staff, POA, A& P, developers and other relevant stakeholders to
participate in providing input on major decisions. She thinks the question is how
to create engagement before an issue reaches the point of controversy.

the BV Courtesy Van organization. Since 1992, the Courtesy Van has operated
solely on the efforts of volunteers to provide transportation
to BV residents who
cannot otherwise drive themselves due to age, health, or other restrictions.
Mayor Flynn thanked all the volunteers who give their time freely to continue this
necessary service, which has become a trusted source of assistance within the
community.
Citizen Input Mayor Flynn explained the 3- minute per-person rule for Citizen
Input. He proposed a motion to extend the total Citizen Input time to more than
30 minutes, due to the 31 citizens who signed up to speak. Council Member

Council to vote on condemning property for radio tower

MINUTES
Call to Order by Mayor Flynn at 6:00 pm.
Pledge of Allegiance recited.
Roll Call called by Clerk Krug. Council Members Newport, Wilms, Isbell, Honchell,
Harp, and Hughes were present. Mayor Flynn was present.
Citizen Input Mayor Flynn explained the 3-minute per-person rule for Citizen
Input. He proposed a motion to extend the total Citizen Input time to more than
30 minutes, due to the 11 citizens signed up to speak. Council Member Harp
made a motion to approve, seconded by Council Member Wilms. Roll Call
Vote: (Ayes: 6/Nays: 0) Passed: 6-0. Mayor Flynn proceeded to call each person
on the list, in turn.
Carol Quinn, 1 Teresa Dr. Carol came to speak about civic engagement in our
city. Carol thanked Mayor Flynn for his efforts to answer questions from residents
in a professional manner. She disapproved of Council Member Hughes filing an
ethics complaint against Mayor Flynn published in the Gazette and Weekly Vista
over his Coffee with the Mayor events and city photo. A lawyer of 40 years,
Carol said it would be better to avoid this kind of toxicity for minor complaints
and engage in a direct conversation instead.
Darecca Jensen, 17 Kensington Dr. Darecca came to speak about her
residential camper parking violation. She thinks the camper parking regulation in
Bella Vista is excessive and requested a review to modify the language to make
it more acc …

Call to Order by Mayor Flynn at 6:00 pm.
Pledge of Allegiance recited.
Roll Call called by Clerk Krug. Council Members Hughes, Newport, Wilms, Isbell,
Honchell, and Harp were present. Mayor Flynn was present.
Citizen Input Mayor Flynn explained the 3- minute rule for Citizen Input and read
the name of each person on the list, in turn.
Tom Guarino, Cora Circle. Tom came to speak as a representative of the Bella
Vista Townhouse Association. He said the Association had been trying to find
common ground with the City for the past year on the issue of the crumbling
foundation walls they believe the City should repair. An unanswered question
lingers over the property line between the City and the town houses on Cora
Circle. It will cost $ 16,000 to determine property lines, and that amount is not in
the City budget this year, he reports. He believes City street funds are permitted
to repair walls that support drainage, as these do. His concern lies in the
eventual drain blockage of water coming off of Riordan and the erosion of
Townhouse Association property that would occur. He brought pictures to show
that the wall is cemented to City drainage. He pleaded with the Council to put
them on the agenda for a meaningful discussion, with advance notice, so
Townhouse members could attend.
