I. Call to Order. Chairman Hodge called the meeting to order at 5:30 PM.
II. Roll Call. The zoning administrator called the roll. Present Commissioners: Jim Stevenson,
Chuck Joiner, Stephanie McDowell, Karen Curtis, Bill Hodge. Absent: Tim Hines, Peggy Irwin.
III. Minutes. The June minutes were unanimously approved on a motion by Commissioner Joiner,
seconded by Commissioner Curtis, 5-0.
V. Hearing Procedures: The Chairman reviewed the Hearing Procedures.
VI: Requests:
V-26-07-01: Setback Variance, zoned Agriculture, to reduce the 100 ft front setback requirement to

I. Call to Order. Chairman Doyal called the meeting to order at 6:00 PM.
II. Roll Call. The Zoning Administrator called the roll. Present: Jerry Doyal, Jeffrey Vance, Jamie

Dee Perry and Shane Sutton (from Thompson Gas) spoke in favor of the request. They explained that
having the tank there would help farmers and residents in the southern part of the county.
Some of the Board had concerns over spot zoning. The applicants said they had no plans for anything
other than a propane tank on the 1 acre.
Commissioner Vance made a motion to recommend approval with two conditions: The applicant must
adhere to the current proposed use; any other use in the future will have to go back before the Board for
approval

WELCOME & CALL TO ORDER - Day 1
Chairman Michelle Morgan welcomed everyone and called the meeting to order at 9:03
a.m. She introduced Bill Twomey and Alicia Vaughn with ACCG.
SOLID WASTE SERVICES
Public Works Director Danny Yates presented information about current waste hauling
contracts, including contracts for hauling services from convenience centers to the
transfer station and from the transfer station to a landfill. Solid Waste Director Ben Skipper
discussed the operations of the convenience centers and the transfer station and future
challenges faced with attempting to maintain current service levels. Mr. Yates and Mr.
Skipper discussed actions, approved by the Board of Commissioners and taken by staff
over the past year, that have mitigated the increased costs from the County’s current
waste hauling vendors while maintaining current service levels.

I. Call to Order. Vice-Chairman Curtis called the meeting to order at 5:30 PM.
II. Roll Call. The zoning administrator called the roll. Present Commissioners: Jim Stevenson,
Chuck Joiner, Karen Curtis, Tim Hines, Stephanie McDowell, Peggy Irwin. Absent: Bill Hodge.
III. Minutes. The December minutes were unanimously approved on a motion by Commissioner
Joiner, seconded by Commissioner Irwin, 6-0.
V. Hearing Procedures: The Vice-Chairman reviewed the Hearing Procedures.
VI: Requests:
V-25-12-01: Intrafamily-Lot Size Variance, zoned Agriculture, to split off 1.66 acres from 4.36
acres, which is less than the required 4 acre minimum. This property is located at 3391 N Hwy 27,
Parcel #072-0285, Land Lot 250 of the 10 th District. Owner/Applicant: Gregory Powers.
Commission District 6. Tabled from December 11 meeting.
The applicant’s daughter, Rebecca Phillips, presented the request.
The Board had concerns about only splitting one acre instead of trying to get 4 acres. They asked the
applicants if they could try to split 4 acres. The applicants said they would talk to the surveyor for more
options but wanted to keep as much land with the tree farm as possible.
Commissioner Hines made a motion to table the request again until the March meeting (no meeting in
February) and Commissioner Joiner seconded. Commissioner Stevenson opposed. The vote to table was
