Legislature

The Cayuga County Legislature ratified a three-year collective bargaining agreement with the Sheriff’s Employees Association of Cayuga, Inc. The agreement covers the period from January 1, 2023, through December 31, 2025.

Community Services Board

The Board approved the minutes from the November 17, 2022 meeting. Members unanimously decided to move the review of funding proposals for $475,892 in opioid settlement funds to an executive session. A rubric will be developed to analyze the submitted proposals.

General Municipal Law 239-l, m & n Review Committee

The Cayuga County GML 239-l, m & n Review Committee will meet to review minutes from November and consider two items from the Town of Sterling: a special use permit amendment for a solar farm and a local law establishing a Wellhead Protection Overlay District. The committee will decide whether the actions have intermunicipal concerns or are purely local.

Legislature

The Legislature adopted the 2023 County Budget with a 1.0% increase to the tax levy. The board also approved various tax levies for towns, fire districts, and schools, and authorized several personnel and service contracts.

Additionally, one part-time labor position was converted to full-time for 2023.

Mental Health Sub-Committee

The Legislature approved amendments to increase Sales Tax and the Distribution of Sales Tax, resulting in a 1.0% increase to the tax levy. Proposals to increase the CEDA budget and decrease the Chair's salary were both defeated.

Parks & Trails Commission

Health Insurance Consortium Board of Directors

The Board approved the 2023 meeting schedule and renewed stop loss coverage at a $375,000 deductible. The board tabled the decision to renew the wellness plan pending additional data from USI. Financial reviews showed a medical budget surplus of $460,060 and a dental surplus of $21,570 through October 2022.

The Cayuga County GML 239 Review Committee will consider three local actions: a special-use permit for a storage barn in the Town of Cato, a flood damage prevention local law in the Town of Sterling, and a site plan for a solar farm in the Town of Scipio.
