Whereas the hillside areas of the Municipality differ from the Municipality’s flatlands,
hillsides necessitate different provisions for their development and their protection. The
Hillside Protection Regulations are established to achieve, among others, the following

Mr. Lannon reported that a Safe Streets for All (SS4A) grant application is pending, with award announcements

David Jansen (Architect) presented a field change from the originally approved plans. He
said the proposed change involved forgoing the two previously approved side dormers,
retaining only the rear dormer (which was necessary for stair access), and removing an
existing chimney to allow passage. Dave explained that the furnace and water tank had
already been abandoned, making chimney removal feasible. The Board discussed the merits
of the dormers, acknowledging they were aesthetically desirable but noting the Board lacked
authority to require their addition. Members agreed that the proposed changes did not worsen
the existing conditions of the structure.

APPROVAL OF MINUTES
Phil Koepf wanted two items added to the minutes of June 2, 2026. The first was regarding
42 East Orange Street, he noted that inaccurate information had been provided with respect to
the Historic Significance Report (HSR), and that what architect Anne Dunning had said
regarding the alterations she made to the house in the 1970s was believed to be incorrect. Phil
stated that the brick foundation on the rear of the house is part of the original structure.
Because the applicant was not present, the board noted it could not advance that matter
further without additional information. The second was regarding the Walk-In item for 258
North Street regarding Historical Significance Reports. The board acknowledged that this is
an ongoing concern about the volume and cost of HSRs being submitted, noting that work
was underway to address the issue.

The Committee reviewed a calendar of approaching Village events and focused its discussion on two near-term
priorities.
On the matter of the Fourth of July, the Committee noted that America's 250th anniversary fell on this year's
holiday and acknowledged that no formal celebration had yet been planned at the Village level. The issue was
flagged for awareness, with no formal action taken.
The Committee devoted more substantive discussion to the annual Sidewalk Sale, scheduled for July 23–26.
Concern was raised that three years of downtown construction had led outlying residents and visitors to
associate Chagrin Falls with ongoing disruption, and that the Sidewalk Sale represented an opportunity to signal
the completion of those projects. The Committee coalesced around a "construction cones to ice cream cones"
theme — a lighthearted campaign capitalizing on the Village's identity as an ice cream destination — under

The meeting was called to order at 9:01 a.m.
By all accounts the Memorial Day Ceremony went even better than ever! The sound was great,
the programs were all handed out. The most notable glitch was the unexpected addition of the brass
flag stands which were unnecessarily added by others were too flimsy to hold the flags in the
breeze. We had a flag holder with room for all flags. Not sure why it wasn't used by others.
The problems with the stream are ongoing, but restoration is expected to begin in the next two
weeks according to the administration.
There have been many landscaping complaints; they range from stone movement, to weed
whipping (or not) to removing downed branches as their contract requires. Administration is
keeping records for future discussion.
The flag burning ceremony will take place with cotton flags only. We can no longer bury the
shredded nylon flags in the Cemetery, so they have found a National Agency to take those flags

Mayor Tomko reported that the Village had been actively working since late April to secure competitive electric
rate contracts, as the existing three-year agreements are set to expire on June 30, 2026. The Village solicited seven
competitive quotes through two brokers.
For the Wastewater Treatment Plant, the winning bid was awarded to Direct Energy at approximately 6.1 cents per
kilowatt-hour, which Mayor Tomko noted would save roughly $16,000 per year over the next-lowest quote, or
approximately $50,000 over the three-year contract term. For the Village's other buildings and facilities, the
winning bid was awarded to AEP.
Mayor Tomko acknowledged that the contracts still represent an overall rate increase of approximately 8 percent
but noted that Ohio electricity rates broadly have risen between 11 and 16 percent depending on the source. He
indicated that both contracts would be sent to Council for review in advance of formal approval at the June 22

Ms. de Coningh made a motion to approve the May 6, 2026 meeting minutes. Rick
seconded. The minutes were approved.
PARK EVENT APPLICATIONS:
Flag over the river - Chagrin Valley Jaycees-Riverside Park/Bell Street Park, Thursday, July 2
to Monday, July 6, 2026. The USA flag will fly over the falls above the dam to celebrate the
250th US Anniversary Celebration. John Brockway has inspected rigging and confirmed the
trees are not in jeopardy. There was a discussion of the flag’s effect on the view of the falls.
The flag was in the same location for Memorial Day Weekend 2026, and the Commission
thought the temporary display is valued by the Chagrin Falls community.
Ms. de Coningh made a motion to approve, Mr. White seconded. All approved.
