Chagrin Falls boards weigh special event rules, hillside code, and property changes
This week's village meetings covered proposed special event regulations, a cybersecurity training agreement, hillside protection code revisions, and multiple property alteration requests. No official minutes have been published yet for the recent meetings, so all items remain pending until minutes are approved.
Council considers special event rules and cybersecurity MOU (Aug. 10)
Council held a second reading and possible vote on Ordinance 2026-50, which would create a new Chapter 952 establishing permit requirements, insurance, fees, and approval processes for special events using village facilities. The ordinance includes a $50 application fee, insurance requirements of $1 million/$2 million/$500,000, and requires MOU and council approval for events with more than 500 attendees or that require street closures. No public hearing was scheduled.
Council also took a first reading of Ordinance 2026-51, authorizing the mayor to enter a memorandum of understanding with the University of Cincinnati/Ohio Cyber Range Institute for cybersecurity training. Committee minutes from June 22 and July 13 were listed for approval.
Architectural Board reviews property alterations (Aug. 4 and Aug. 18)
The Architectural Board of Review met Aug. 4 to review seven submissions, including a new dwelling at 456 East Washington (preliminary), a garage demolition and rebuild at 147 Bradley St (variances required), a mud room addition and garage renovation at 64 Maple St (preliminary), window and door changes at 68 Olive St (HSR required), a front yard fence at 34 East Cottage (final), and other items.
On Aug. 18, the board will review five more proposals: a rear two-floor addition at 122 May Court (preliminary, HSR required), a rear sunroom addition and deck at 190 Pheasant Run (preliminary), window changes at 345 Applebrook Drive (final, HSR required), a garage door field change at 52 South Main, and a new single-family dwelling at 339 North Street (final).
Parks Commission discusses film fest and geese control (Aug. 5)
The Parks Commission considered a park event application from the Chagrin Documentary Film Fest and heard a presentation by Jill Curran of Ohio Geese Control regarding Riverside Park. The commission also discussed River Run Park and Grove Hill Park and approved minutes from July 1.
Cemetery Commission meeting cancelled (Aug. 12)
The Cemetery Commission meeting scheduled for Aug. 12 was cancelled. No business was conducted.
Planning and Zoning to review hillside protection code (Aug. 17)
The Planning and Zoning Commission will consider proposed revisions to Chapter 1152 of the village code, which governs hillside protection. The revisions would introduce detailed definitions, require a mandatory Comprehensive Geotechnical Investigation for work in Hillside Influence Zones, and set slope stability standards. Proposed minimum factors of safety are 1.4 for temporary slopes, 1.5 for permanent slopes, and 1.7–2.0 for critical slopes. Limits of disturbance would be 60% for slopes of 15–24.99% and 40% for slopes of 25–39.99%. The commission will also approve minutes from March 16, June 15, and July 20 meetings.
