Thank you. for them had decided the law no longer applied to it. The machine had paperwork, titles, badges, but what it did not have was lawful authority. And what it truly did not have was any respect for the people it governed. It considered them beneath consideration. The people of Athens eventually reached the end of what they were willing to tolerate. Nobody wanted it. It happened because every lawful door had been shut one by one by the very officials sworn to keep them open. Then in 2014, in Bunkerville, Nevada, a federal agency arrived on the ground convinced that its internal determinations were the same thing as due process. It found out otherwise. That standoff did not end because anyone won an argument. It ended because the government finally recognized it had walked past the point of no return and it withdrew. Both share a lesson, and this council needs to hear it clearly. When government convinces itself that its convenience is the same thing as its authority and that the people it governs are beneath its notice, it creates confrontations it never intended and which it cannot control. Which brings me to the mayor. Mr. Mayor, you meant today to decline my family's call, but you answered it instead. I don't think you know that. And what the line captured was you calling us, quote, redne cks. I don't know what the fuck's wrong with you. Not a policy disagreement, not a legal position. Contempt. Spoken freely because you believe no one who mattered was listening. I …

Thank you. is Aquifer Storage and Recovery, and it is a system that stores treated water underground in a naturally occurring aquifer. Water is injected into the aquifer when additional supply is available and demand is low, and then water can then later be recovered during times of drought, peak demand, or even during emergency conditions. So how does it work? Well, first you take water, either from, it could be excess surface water from the lake , it could be reclaimed water, it could be treated potable water, and you treat that to the standards that are required for injection. That depends on, that is something that's regulated by TCEQ and is determined as part of your permit application. It depends on the naturally occurring water in the aquifer of exactly what those treatment standards are. But you treat the water to your permitted standards, you move that water to an ASR well, you inject the water into the aquifer, and then later you can recover that water through that same system of wells for later use when you need to have additional water because you're potentially in a drought condition where less surface water is available, you have peak summer or other higher usage demands, or for any other number of reasons. So obviously the more traditional way of storing water is in a reservoir like a lake, which is above ground. But there are definitely some benefits to using the aquifer for water storage and recovery. Of course, that's underground. So it is really minimizes e …
