Committee to decide rental inspection frequency, fees, start date
The Public Health and Safety Committee will make recommendations to the city council on the city's rental ordinance and inspections. They need to decide what to inspect, whether inspections are annual or every two years, whether landowners pay for inspections, and whether to start in 2026 or 2027. Starting in 2027 would allow time to notify landlords of changes before inspections begin.
- Decide scope of rental inspections
- Choose annual vs. every-2-years inspection frequency
- Determine if landowners pay for inspections
- Set start year: 2026 or 2027

Claremont council weighs rental inspection program options
The Public Health and Safety Committee is deciding whether to recommend a rental inspection program to the city council, including inspection frequency, who pays, and whether to start in 2026 or 2027. They are considering two proposals from SAFEbuilt: one where SAFEbuilt manages the program at no cost to the city, and another where the city manages it and pays SAFEbuilt an hourly rate. The committee also reviewed Medford's rental inspection ordinance and fee structure for comparison.
- SAFEbuilt proposal: Option 1 (SAFEbuilt manages program, no city cost, fee split) vs Option 2 (city manages, hourly rate)
- SAFEbuilt recommended fees: $50 registration, $95 inspection, $75 re-inspection, $100 complaint inspection, $200-$400 unregistered rental notices
- Medford uses Peace of Mind Home Inspections at $175-$200 per unit
- Decision needed on inspection frequency: annual vs every 2 years
- Potential start date: 2026 or 2027

We have two rental options we can offer.
ye 1 (Proposal Attached)
SAFEbuilt manages to program. We apply the list the municipality provides and Schedules
the regularly needed inspections on the schedule the municipality decides.
Option 2
The city manages the program and provides SAFEbuilt a list of needed inspections and
SAFEbuilt completes the inspections.
Option 1 is at no cost to the city. We work with the city to establish a fee schedule and registration
requirements, and we provide the city a split of the fees collected
Option 2 is done at a per hourly rate for the inspections required.
| would love to set up a call to discuss these options further.
