Mayor Brad Sweet called the meeting to order at 7:00 p.m. The Council Members present were Lance

for permission to hold the event and for tourism grant funding. He commented that the event will bring a
lot of people to Davenport.

house and down her alleyway. She covers her cars and locks all her gates because she doesn’t feel safe in
her own home. She asked the city council to help her solve this problem because the local police are
unwilling to help her.

JANUARY 28, 2026
ROLL CALL
Mayor Brad Sweet called the meeting to order at 7:00 p.m. The Council Members present were Heath
Becker, Cory Hollis, Mike Strite, Lance Strite, Chris Stein, and Mike Wilkinson.
Absent: Patrick Katz. Heath Becker made a motion to excuse Patrick Katz from the meeting. The motion
was seconded by Cory Hollis. The motion carried.
Also present, Derek Bilodeaux, Steve Goemmel, Karen Kearney, Dave Leath, Spencer Stephans, Michelle
Ward, and Sabrina Warwick.
*The meeting was available by remote access on digital media. The City Council met in person.
APPROVAL OF MINUTES
Lance Strite made a motion to approve the minutes of the January 14, 2026, meeting. The motion was
seconded by Heath Becker. The motion carried.

Michelle Ward signed in to address the city council. Michelle told them that she has a feral cat problem in
her neighborhood. She asked if there were any laws regarding cats, and if the city has animal control. She
went on to say that she has an issue with weeds in the property next to her. She wondered if the city could
help her solve these problems.
Spencer Stephens introduced himself to the city council. Spencer told the council that he works for JUB
Engineering and he is interested in providing services for the city. He told the mayor that he hoped to submit
a proposal for engi …

Karen Kearney signed in to address the city council. Karen asked if anything was done about her request
to fix the windows at the library. Mayor Sweet told her that the city got a couple of bids for the windows
and the ones at the fire station. He said, “the price was too high.” He told the city council that he found a
couple more companies to solicit bids from.
John Stiles addressed the city council. John told the council that Lance Strite approached him about taking
over the electric car charging station at the museum. John told them that the Museum would have to spend
more than $6,500 to upgrade the station. He said that the current board of directors at the Lincoln Historical
