The meeting was called to order at 10:00 a.m. by the Vice Chair, who presided
in the absence of the Chair. Roll Call of committee members present: Nadia
Daughtrey - Clerk of Court, David Williams - Property Appraiser, Laura Baker-
Tax Collector (Alternate), Jeff Griffis - Retirees, James Vitali - Sheriff's Office,
Latrinda Jones - Human Resources Director, Melanie Stegall - Brown & Brown,

The committee reviewed the minutes from the May 21st meeting. Motion was

Insurance Issues - Pediatric Laboratory Claim & Virtual Care Claim
A committee member reported an employee experienced an out-of-network
laboratory charge following an emergency room visit for the employee's child.
Brown & Brown requested that all related billing documentation be submitted for
review and will work with Florida Blue to request in-network consideration due to
the circumstances. Regarding virtual care, the Tax Collector's Office reported an
employee incurred charges after using Teladoc. Brown & Brown explained that
Teladoc was replaced by Florida Blue Virtual Care in January and requested the

Minutes for February 10, 2026
Council members reviewed the minutes from the February 10, 2026 TDC meeting.
Ms. Ames made a motion to approve the minutes. Ms. Wertz-Strickland seconded. All
approved.
REGULAR BUSINESS
Bed Tax Revenue Update
Ms. Guffey stated that Bed Tax Revenue results showed a decline of 61% in January
2026 ($12,746.56) compared to January 2025 ($32,939.72).
Mr. Patel added that revenue at Oak Tree Hotel was down in March by more than
$20,000.
Chair Anthney stated that tourism across Florida is down due to rising fuel and goods
costs, adding that statewide shortfalls have been reported in Tallahassee.
Ms. Ames stated that the April Bike Fest drew approximately 7,000 people downtown;
however, construction was not a sole deterrent. She added that attendees included
higher-income visitors. Members noted the need to convert event attendees into
overnight stays.
There was also discussion of the recent Pioneer Day at the Turner Agri-Civic Center.
Attendance appeared good, but no official numbers were available at the time of this
meeting.

Comprehensive Plan
The Board of County Commissioners held its first workshop for the DeSoto County
Comprehensive Plan update through the year 2050, with assistance from the Central Florida
Regional Planning Council. The workshop focused on reviewing outdated land use policies,
growth trends, infrastructure capacity, housing needs, agriculture, transportation, and long-term
planning priorities. Jennifer Codo-Salisbury of CFRPC explained that the current Future Land
Use Map is heavily agricultural, with most of the county designated at one dwelling unit per ten
acres. Commissioners discussed whether the plan still reflects current conditions, particularly as
citrus groves decline and development pressure increases. Several members supported exploring
new rural residential categories, such as one home per five acres or two-and-a-half-acre
ranchette lots, to provide more attainable housing while preserving rural character. The Board
also discussed the need for workforce housing for teachers, first responders, and working
families who do not qualify for subsidized housing but cannot afford current market prices.

Ms. Ashley Brown, Community Outreach Coordinator for the school district, shared several
important announcements. She noted that this week is spring break and encouraged everyone to
be mindful of children at home. There will be no school on March 20th for Records Day,
marking the end of the third quarter and signaling the start of the final stretch of the school year.
She also announced that applications are currently open for the SPACE Academy at the middle
school for incoming sixth graders. The program will extend through eighth grade and is a gifted
and honors-based STEM-focused program requiring an application process. In addition, VPK
enrollment is underway for two programs: a summer session for children entering kindergarten
this August, and a full school-year program for those preparing to enter kindergarten the

Carol Mahler addressed the board regarding a reported sewage spill, citing a Florida Department
of Environmental Protection notice dated February 17, 2026, for an incident that occurred on
January 19, 2026. County staff confirmed the spill happened during a force main replacement
project intended to increase sewer capacity. During construction, a valve connected to an
inactive lift station was not reinstalled. When the system was reactivated, sewage flowed into the
unused lift station and overflowed. The issue was quickly identified, and staff promptly
corrected it by reinstalling the valve and securing the line.

Development Update
Economic Development Director Sondra Guffey stated that the Board of County
Commissioners had approved a biosolids processing facility called Osceola Organics
at a recent BOCC meeting. The location is off State Road 70, west of town. The
facility aims to use hurricane wood debris and biosolids to create fertilizer.
She referenced resident concerns involving odor, but added that Commissioners
visited Osceola facility and nearby residents reported no noticeable smell.
Commissioner approval included conditions, such as defined operating hours and
ability to shut down for non-compliance.

receive a $40 gift card. We are continuing to partnership with the hospital on
their Pinkalicious Day event on October 24th. Flu Shots are being provided by
the Health Department on October 22nd upstairs in the ACR. They will only be
here for two hours; first come, first serve. Participants receive a $20 gift card.

Chairman Gross called the meeting to order and identified the Board members present. Connie
Collins Value Adjustment Board Attorney explained procedures for Quasi-Judicial and Ex Parte
Communication. Board members all then gave a brief list of constituents they have had
correspondence with via phone, e-mail or in person as well and time and dates of any site visits.
The Clerk administered the Oath to all present and testifying. Ms. Collins also confirmed with
the board that she is authorized to hear and determine all good -cause continuance request.
Additionally, due to Desoto County's population of under 75,000 residence, the county has opted
out of the remote appearance requirement for the Value Adjustment Board. Dave Williams,
Desoto County Property Appraiser reviewed the Florida Statute 193.461 governing agricultural
classification, which allows a reduced assessed value for a bona fide commercial agricultural
purpose, and listed the different factor used to determine legitimate commercial agricultural use.

A motion was made by Commissioner Langford, seconded by Commissioner Deriso, to set the
agenda . The motion carried by the following vote:

PUBLIC FORUM FOR NON-AGENDA ITEMS
Ashley Brown, Community Outreach Coordinator for Desoto County Schools, briefed the Board
on the various events taking place in the district. Ms. Brown advised the construction of the new
high school is 33% completed and moving along rapidly. She encouraged everyone to stay
connected by following the District’s website and social media platforms for the latest updates.
Carol Maher with the Desoto Historical Society briefed the Board on the upcoming 22nd Annual
Pioneer Day being held on March 28, 2026 from 9am -3pm at the Turner Center,and encouraged
all who are able to volunteer and attend this event. Mr. Joseph Minore once again came before
the Board asking for consideration in changing the language in the zoning code to allow
primitive camping on his property citing agri-tourism can generate thousands of dollars
