Mayor Christopher Lund called the meeting to order at 7:00 p.m.
Present: Shawn Prebil, Michelle Crisanti, Candy Davis, Tim Shaw, Jim Burdick and Lisa Venske
Others Present: City Administrator Ramona Flanigan, City Clerk Wendy Loveland, Municipal Services Director
Zach Nelson, Library Director Beth Krebs-Smith, Police Chief Robert Kowalski, Fire Chief Randy Pickering,
City Attorney Bill Morgan and a few citizens.
Loveland confirmed the meeting agendas were properly posted on Friday, July 31, 2026 at the City Hall, Library,
Post Office and the City’s website.
ACCEPT THE AGENDA: A Shawn Prebil/Michelle Crisanti motion to approve the agenda passed, all voted in
favor.
PERSONAL APPEARANCES: Jason Hanson, 510 E Fulton St stated he would like to see some amendments
made to the new ordinance that was recently passed regarding parking on the lawn. He felt that exceptions should
be made for specific situations.
Mary Jo Skau, 7 Mechanic St addressed the Council regarding concerns with 11 Mechanic St. She stated recently
needles were found in the road and she is concerned for the safety of the neighboring properties.
Mike Hine, 5 Mechanic St addressed the Council with concerns regarding 11 Mechanic St. He stated he has
witnessed drug activity multiple times. He stated he and his family have been threatened by the occupants. He

AV SYSTEM IN COUNCIL CHAMBERS: Technicians from Lewis Sound have been able to get the two
large monitors in the Council chambers working but they were unable to get the small monitors on the council
table to work due to an incompatibility issue. To get the small monitors to work, the system would have to be
upgraded. The estimate from Lewis Sound to upgrade the system was $24,123.

Edgerton Unveils New Housing Options to Bridge the “Missing Middle”
The City of Edgerton is taking proactive steps to ensure
that residents at every stage of life can find a place to call
home within the community. As recommended by the new
Comprehensive Master Plan, the city has officially adopt-
ed two new zoning districts designed to encourage
"Missing Middle" housing—the types of homes that sit
squarely between traditional large-lot single-family houses
and massive apartment complexes.
What is the Missing Middle?
"Missing Middle" refers to a range of multi-unit or clus-
tered housing types, such as duplexes, townhomes, and
small-lot cottage homes. These formats were common in
American neighborhoods decades ago but became
"missing" due to modern zoning restrictions.
By reintroducing these types of housing options, Edger-
ton aims to provide "Life Cycle Housing." This allows
young residents to buy their first starter home, families to
grow, and older adults to downsize into manageable, walk-
able neighborhoods—all without having to leave their es-
tablished social networks in the city.
New Zoning for More Choices
To turn this vision into reality, the City Council recently
adopted two new residential zoning districts, R-2S and R-
2A. These districts reduce the barriers that previously
made smaller, more affordable homes difficult to build.

PUBLIC HEARING: The Common Council held a public to hear comments regarding special assessments for
the Washington Street project.
Flanigan reported that the Washington Street project included one parcel that does not currently have sidewalk.
The current ordinance states the sidewalk should be added at the time a street is reconstructed. The sidewalk
utility would pay for ½ of the cost of the sidewalk with the balance paid by the homeowner via a special assessment
process.
Aaron Kratzke, 211 Stoughton Rd stated, he is the homeowner of the one parcel that requires installation of the
