is $24.01 more than if the No-New-Revenue tax rate, as calculated under Chapter 26 of

at City Hall, 201 North Ector Drive. Those present included Mayor Tim Stinneford, Mayor

During the Precouncil meeting:
► Mayor Pro Tern Bynum reported that he represented the City at the annual Global
Coptic Day celebration hosted by Saint Abanoub Coptic Orthodox Church on May 30,
2026 . He also announced that a ribbon-cutting ceremony for the church's new building
addition is scheduled for July 11, 2026.
► City Manager Chris Barker advised the City Council of the passing of Frank Tapia, a
Water Distribution and Production Foreman in the Public Works and Engineering
Department. Service arrangements will be provided to the City Council once they are
available.
► Police Chief Gary Landers provided an update regarding a Code Enforcement case
involving a residential property. City Manager Barker advised that the City Council
will receive an update regarding the case.

The precouncil meeting of the Euless City Council was called to order by Mayor Tim
Stinneford at 4:30 p.m. on Tuesday, May 12, 2026, in the Precouncil Conference Room
at City Hall, 201 North Ector Drive. Those present included Mayor Tim Stinneford, Council
Members Zariyan Stark, Jeremy Tompkins, Eddie Price, Perry Bynum, Annabel Eads,
and Tika Paudel.
During the Precouncil meeting:
► Council Member Bynum offered congratulations to newly elected Mayor Tim
Stinneford and Council Member Zariyan Stark.
► City Secretary/Chief Governance Officer Kim Sutter stated that with the passage of
Proposition H, staff will present a meeting schedule affirming the City Council meeting
dates for the remainder of the year.
► Mayor Stinneford advised of the proposed date of Saturday, June 27, 2026, to hold a
building dedication ceremony in honor of Mayor Linda Martin's many years of service.
► City Manager Chris Barker advised that the Euless Citizens Police Academy Alumni

residents to display at their homes. Additionally, he advised that staff will contact the

Tuesday, March 24, 2026
The precouncil meeting of the Euless City Council was called to order by Mayor Pro
Tern Tim Stinneford at 4:30 p.m. on Tuesday, March 24, 2026, in the Precouncil
Conference Room at City Hall, 201 North Ector Drive. Those present included Mayor
Pro Tern Tim Stinneford, Council Members Jeremy Tompkins, Eddie Price, Perry
Bynum, Annabel Eads, and Tika Paudel. Mayor Linda Martin was not present due to a
scheduled absence.
During the Precouncil meeting:
► Mayor Pro Tern Stinneford advised that he attended the memorial service for Bob
Eilenfeldt, spouse of former Euless City Council Member Linda Eilenfeldt.
► Council Member Paudel commented on the progress of the new Wilshire Elementary
School and noted that it is looking very nice.
► City Manager Chris Barker advised that a dedication ceremony and open house will
be hosted Friday, April 24, 2026, 2 to 4 p.m., for the newly renovated Animal
Services Center. Remarks and unveiling of the dedication plaque will be scheduled
for 3 p.m.
► City Manager Barker reviewed the regular agenda.
► City Secretary/Chief Governance Officer Kim Sutter distributed a copy of the sample
ballot for the May 2, 2026 Special Election to consider proposed City Charter
amendments.
City Manager Barker reminded the City Council of the Community Information
Meeting scheduled for Thursday, April 16, 2026, 6 p.m., City Hall.

The precouncil meeting of the Euless City Council was called to order by Mayor Pro Tern
Tim Stinneford at 4:30 p.m. on Tuesday, March 10, 2026, in the Precouncil Conference
Room at City Hall, 201 North Ector Drive. Those present included Mayor Pro Tern Tim
Stinneford, Council Members Jeremy Tompkins, Eddie Price, Perry Bynum, Annabel
Eads, and Tika Paudel. Mayor Linda Martin was not present due to a scheduled absence.
During the Precouncil meeting:
► Council Member Price advised that he and Council Member Paudel represented the
City of Euless at the Ramadan lftar dinner held Sunday, March 8, 2026.
► City Manager Chris Barker announced and introduced Scott Peterson as the new
Fleet and Facilities Director.
► City Manager Barker reviewed the regular agenda.
Director of Finance Janina Jewell introduced Sara Dempsey, Audit Engagement
Partner, Weaver and Tidwell, L.L.P. Ms. Dempsey presented the Annual
Comprehensive Financial Report for Fiscal Year Ending September 30, 2025. She
advised that the firm has issued an unmodified (clean) opinion, and no material audit
adjustments or passed adjustments were noted (Item #4).
► Library Director Angela Jones presented a Library update. She reviewed the
proposed Library Strategic Plan, which will be presented to the City Council for
approval at the March 24, 2026 meeting, and noted that a Memorandum of

Tim Stinneford at 4:30 p.m. on Tuesday, February 24, 2026, in the Precouncil Conference
Room at City Hall, 201 North Ector Drive. Those present included Mayor Pro Tern Tim
Stinneford, Council Members Jeremy Tompkins, Eddie Price, Perry Bynum, Annabel
Eads, and Tika Paudel. Mayor Linda Martin was absent from the meeting.
During the Precouncil meeting:
► Council Member Tompkins expressed his appreciation to the staff who attended the
Board and Commission Appreciation Dinner February 23, 2026, adding that the event
was well attended.
► Council Member Paudel shared that he appreciated the opportunity to tour the newly
renovated and expanded Animal Services Center and valued the discussion held
during the mid-winter work session on Saturday, February 21, 2026. He also
expressed appreciation for the staff's response to a recent citizen call.
► Council Member Price advised that he represented the City at the rededication of the
Morrisdale Estates Veterans Memorial held Sunday, February 15, 2026.
► City Manager Chris Barker reviewed the regular agenda.
► Police Chief Gary Landers presented an update on Police Department activities,
including three-year crime statistics, first quarter FY 2026 traffic enforcement data,
and first quarter crime statistics over a four-year period. H
