ADJOURNED MEETING OF THE COUNTY BOARD Tuesday June 16th, 2026 The Board of Commissioners of Freeborn County met in the Freeborn County Boardroom at 8:30 a.m. on Tuesday, June 16th, 2026. Members present: Commissioners Severson, Edwin, Kaasa and Eckstrom. Commissioner Shoff was absent. The meeting was opened with the Pledge of Allegiance. Commissioner Severson offered the following motion; MOVED, approving the agenda with the following additions: acceptance of a resignation under the Consent Agenda, a resolution authorizing filling of the vacant Probation Director position and a resolution extending the PERA Pro – Sheriff’s Office. Motion seconded by Commissioner Kaasa. After discussion, a vote was taken and the Chair declared the motion approved. 1 FREEBORN COUNTY BOARD OF APPEAL AND EQUALIZATION MINUTES OF JUNE 15, 2026 MEETING The Board of Appeal and Equalization of Freeborn County, Minnesota, convened their annual session in the Freeborn County Boardroom of the Freeborn County Government Center in Albert Lea, Minnesota, at 7:00 p.m. on Monday, June 15, 2026. The following members were present and subscribed the Oath of the Board of Appeal and Equalization: Commissioners Brad Edwin, Dawn Kaasa, Nicole Eckstrom, Lukas Severson and Auditor-Treasurer Amy Conner. Also present: County Assessor, Ryan Rasmusson; Property Appraisers – Nick Ronnenberg, Karen Peterson, Josh Jordahl, Katie Monson, and County Administrator, Melanie Aeschliman. Board Chair Edwin called the meeting to order at 7:00 p.m. The meeting was opened with the saying of the Pledge of Allegiance. Administrator Aeschliman administered the Oath to the Board. Meeting Notice and Agenda January 7, 2026 Notice is hereby given that the Board of County Commissioners of the County of Freeborn will meet in session on Wednesday, January 7, 2026 at 8:30 AM in the Boardroom at the Freeborn County Government Center and livestreamed at www.co.freeborn.mn.us.. 1. Pledge of Allegiance 2. Approval of Meeting Agenda 3. Closed Session - The Freeborn County Board of Commissioners intends to enter into Closed Session pursuant to Minn. Stat. 13D.05, subd.3(b) Attorney-Client Privilege. The purpose of the special meeting is to meet in closed session to receive attorney-client privileged communications related to legal matters involving a ACLU 287(g) Lawsuit. Following the closed session, the Board may reconvene in open session to take any necessary actions arising from the discussions. 4. Adjournment BARRIER FREE: All Freeborn County Board of Commissioners meetings are accessible to the handicapped. Attempts will be made to accommodate any other individual needs for special services. ADJOURNED MEETING OF THE COUNTY BOARD January 7th, 2026 The Board of Commissioners of Freeborn County met in the Freeborn County Boardroom at 8:30 a.m. on Wednesday, January 7th, 2026. Members present: Commissioners Severson, Edwin, Kaasa, Shoff and Eckstrom. The meeting was opened with the Pledge of Allegiance. Commissioner Kaasa offered the following motion; MOVED, approving the agenda as presented. Motion seconded by Commissioner Eckstrom. After discussion, a vote was taken and the Chair declared the motion approved. At approximately 8:32 a.m. The Freeborn County Board of Commissioners entered into Closed Session pursuant to Minn. Stat. 13D.05, subd.3(b) Attorney-Client Privilege. The purpose of the special meeting is to meet in Closed Session to receive attorney-client privileged communications related to legal matters involving a ACLU 287(g) Lawsuit. Following the closed session, the Board may reconvene in open session to take any necessary actions arising from the discussions. The Board reconvened at approximately 9:22 a.m. and directed the County Attorney’s Office to proceed with issuing a response to litigation. ADJOURNED MEETING OF THE COUNTY BOARD January 6th, 2026 The Board of Commissioners of Freeborn County met in the Freeborn County Boardroom at 8:30 a.m. on Tuesday, January 6th, 2026. Members present: Commissioners Severson, Edwin, Kaasa, Shoff and Eckstrom. The meeting was opened with the Pledge of Allegiance. The County Administrator opened the meeting and requested nominations for the Freeborn county Board of Commissioners Chairperson for 2026. Commissioner Kaasa nominated Commissioner Edwin as Board Chairperson. The County Administrator asked if there were any other nominations, hearing none, the Administrator asked if there were any objections to the nomination of Commissioner Edwin as Board Chair, and there were none. Brad Edwin, Board Chair opened up nominations for the Vice-Chairperson. Commissioner Kaasa nominated Commissioner Eckstrom as Vice- Chairperson. The Board Chair asked if there were any other nominations and there were none and nominations were closed. Commissioner Shoff offered the following motion; MOVED, approving the agenda as presented with the exception of removing the item under County Commissioner items to consider a resolution demanding State accountability for public fraud, mismanagement and unfunded burdens before imposing further financial expectations upon Minnesota Counties and revisit the topic. Motion seconded by Commissioner Eckstrom.
