Mayor & Council Workshop
Brunswick Council to consider police salary scale increase and staffing plan
The Mayor and Council are discussing a presentation on Brunswick Police Department staffing and a proposed 10% salary scale increase. The plan would keep authorized positions at 18 but leave two vacant, using the salary savings to fund raises. The council is also considering transitioning to the Maryland LEOPS retirement system beginning in FY28. Current sworn staffing is 14 officers, down from an authorized 18.
- Proposed 10% salary scale increase for police officers, funded by leaving two positions unfilled
- Transition to Maryland LEOPS enhanced retirement system slated for FY28
- Current sworn staffing: 14 officers out of 18 authorized; 2 on extended medical leave
- Salary comparison shows Brunswick officer starting pay at $64,626 (proposed) vs. nearby agencies like Frederick ($71,351) and Mount Airy ($62,088)
- FY27 police salary budget is $1,690,200; proposed option totals $1,633,485, generating savings of about $50,662

Inside Water Meter Replacement Project
February 4, 2026 Staff Report
Background
The City has approximately 193 inside water meters that need to be relocated into exterior
meter crocks. These meters represent a large portion of the 20% of meters spread
throughout the City that are not readable through remote technology recently installed on
antennas at the water tower and fire hall. Staff is also unable to data-log these meters for
usage tracking, leak detection, etc. Relocating meters from inside homes requires
coordination with homeowners and multiple staff members due to the scope of the work.
Project Scope Considerations
Staff is seeking contractor quotes for assistance with this project considering overall
pricing, installation complexity (are meters located in grass vs. concrete, and overall
distance from the home), contractor availability vs. time remaining in fiscal year, and
location strategy (clustered throughout town vs. grouping like-kind replacements together).
Available Funding
The following funding remains in the FY2026 budget, but would require budget
amendments:
• $40,000 – Antenna replacement project
• $25,000 – Service line replacements
• $16,000 – Remaining ARPA funding …
