citation issued that failure to appear at the hearing means the alleged violator has waived any right
to contest the violation(s) and that an order can be made for the maximum applicable penalties that
include but are not limited to administrative costs, fines, daily fines and liens. Special Magistrate

a. AR-2025-0398: Discussion of the Commercial Space Industry Opportunity Overlay
(CSIOO).
Mr. Solstice introduced the item.
Chairwoman Jamison explained that the County has already mapped out a broad land -use
comprehensive space overlay map South to Oak Hill, and shared the importance of supporting
infrastructure in those areas and to expand industrial properties in and around them.
Mr. Solstice explained the heavy industrial zoned area, near Incertec, is being entertained by City
Staff for a residential development by Holiday Builders.
Chairwoman Jamison highlighted that if this development is allowed it would be taking the only
Heavy Industrial zoned property and changing it to residential. This is the closest Heavy Industrial
zoned property to the Cape.
Discussion ensued about rezoning the property from Heavy Industrial to residential, and the taxation
differences between residential and commercial and how it affects the Residents and City.

City canals, noting that one had already been installed. He also reported attending the Stormwater
Mitigation and Flooding Subcommittee meeting.
City Manager Mahoney recognized Amanda Wheeler and Sheri Meyer of the Police Department as
the Edgewater Team Members of the month for going above and beyond in facilitating the
Edgewater Police Department's Holiday Heroes Toy Drive.

Special Magistrate Ryan Knight called the meeting to order at 2:00 pm.

Special Magistrate Ryan Knight reviewed the below cases. No one was present for these cases and
the Code Officers presented their cases for the record. Pursuant to Section 10-348 and 10-345
subparagraph C11 of the Code of Ordinance and the statement that appears on the respective
citation issued that failure to appear at the hearing means the alleged violator has waived any right
to contest the violation(s) and that an order can be made for the maximum applicable penalties that
include but are not limited to administrative costs, fines, daily fines and liens. Special Magistrate
Ryan Knight finds the below properties in violation of the said Section(s) and orders the staff
recommendations.
