Board to consider opioid response plan for settlement fund eligibility
The Elko County Board of Health will discuss and consider approving the Elko County Opioid Use Disorder Community Needs Assessment and Opioid Response Plan, which is required to maintain eligibility for funding through the Nevada Fund for a Resilient Nevada. The plan, prepared by the University of Nevada Reno and state health offices, does not authorize specific programs or expenditures. The board will also receive quarterly updates from Nevada Health Centers, Northeastern Nevada Regional Hospital, and Vitality Unlimited, and will consider approving minutes from April 15, 2026.

Advisory Board to Manage Wildlife
Advisory board to consider over $3M in wildlife project funding
The Elko County Advisory Board to Manage Wildlife will review and may approve funding for Fiscal Year 2027 heritage and habitat projects totaling up to $3.27 million. They will also consider extension requests for prior-year heritage projects and reallocation of unused funds from FY2025. The board makes recommendations to the Nevada Board of Wildlife Commissioners.

Rebecca “Becky” Plunkett, Elko County Clerk, stated that the Clerk’s Office would hold a public
demonstration on April 10 to show how the new election tabulators would be used in the upcoming
election.

Nevada would receive $180M each year for the next five years in grant funds that would be allocated through a 19-
member committee. He described the four initiatives that the committee would use to award the grant funds: Rural
Health Outcomes, Flexfund for Rural Providers, Workforce Recruitment and Rural Access Program, and Rural
Health Innovation and Technology.

A. CALL TO ORDER
Chairman Karr called the meeting to order at 1:54 p.m. with all Commissioners present.

Commissioner Gerber commented that he and his family had visited the Silver Belle, Nevada’s first
Capital Christmas Tree, in Washington, D.C. and that it was amazing to see it in place.
Commissioner Karr announced that Commissioner Andreozzi was attending the
meeting via Zoom due to illness, so the agenda would be mixed up to allow the
Organization of the Board items at the end of business. He then moved forward
with the meeting in mixed item order.

Fire Board to consider 2025-2026 Operations Plan and communications agreement
The Elko County Board of Fire Commissioners will discuss and potentially approve a strategic operations plan and a five-year operational review. The board is also considering a cooperative agreement to share communications infrastructure and the acquisition of excess equipment from the Nevada Division of Forestry.

Regional Transportation Commission
RTC considers bids for Ruby Valley pit expansion project
