David Matson introduced the District Reserve Analysis report, emphasizing the importance of
research in maintaining the District’s aging water system as it marks its 80th anniversary. He

maintenance costs, and emerging issues such as water rights defense, disaster preparedness, and
water quality regulations requiring costly treatments. Given the potential long-term investments

3. PROP 218 UPDATE:
Andrew Jared presented the Prop 218 Update report.
Director Linville inquired about the historical process of rate setting hearings. Mr. Jared advised
that the process was the same under state law, with rate-making issues typically addressed when
an item was brought before the Board. At that time, Prop 218 policies were made just before
developing the notice of intent to adopt a rate. The new law allows the adoption of policies ahead
of time and limits legal challenges to only those who have submitted written objections and
participated in the hearing process, which is the primary change.
Director Linville requested clarification on the concept of exhaustion of administrative remedies.

1. COST OF SERVICE AND RATE DESIGN STUDY PRESENTATION:
Kevin Kostiuk presented the Cost of Service and Rate Design Study Presentation.
The Committee thanked Mr. Kostiuk and directed that the Cost of Service and Rate Design
Study Presentation be forwarded to the Board of Directors for consideration.
President Hanson asked for clarification on fire flow, distinguishing between public and private
fire protection. Mr. Kostiuk advised that total system capacity accounts for both customer water
demands and fire protection needs. Public fire protection includes hydrants on the street, while
private fire protection refers to sprinkler systems and private fire service lines within structures.
President Hanson asked if the "Customer" category in the Functionalization of Expenses
category includes all customer service functions within the District. Mr. Kostiuk confirmed that
it encompasses all customer service-related costs, including answering phones, billing, and
collections.

ITEM 1 – CUSTOMER WATER QUALITY COMPLAINTS AND INQUIRIES
Daniel Brooks presented the report on the Customer Water Quality Complaints and Inquiries.
Director Klein-Rothschild inquired whether the number of customer complaints in October,
November, and December was typical.
Mr. Brooks advised that complaint levels vary based on system activities such as well operations,
maintenance work, or equipment failures, which can disturb sediment and affect water quality.
The district maintains a relatively low number of complaints compared to neighboring agencies
by carefully managing system changes. He noted that a system-wide flushing is planned for the
fall, requiring significant coordination by staff.
Vice President Werner noted an unusually high number of customer requests for household
water testing in October and asked whether this might have been due to neighbors talking to each

Brooke Welch presented the Sustainability Plan Outreach 2025 report.
Director Klein-Rothschild emphasized the need for clear and accessible language when
communicating sustainability efforts to the public and noted that while government and
academia understand the concept, the general public may not. She suggested defining
sustainability in simple terms, such as using water resources carefully to ensure long-term
availability.
Mr. Matson acknowledged the importance of clear communication and stressed that
sustainability encompasses more than water conservation. It includes operational efficiency,
smart investments, and workforce impacts. He highlighted the District's leadership in
sustainability planning and the need to balance simplicity with conveying the full scope of
sustainability efforts.

ITEM 1 – RATES OUTREACH AND MESSAGING
Brooke Welch presented the Rates Outreach and Messaging report.
Director Klein-Rothschild emphasized the importance of making rate comparisons and cost
models relatable to customers, particularly those with limited means. She noted that while
comparing bottled water costs to delivered water is useful, it may not resonate with all
customers. She suggested using more relatable examples, such as the costs of home repairs, to
illustrate the necessity of maintaining water infrastructure.
Director Klein-Rothschild also highlighted the broader economic challenges many customers
face, such as inflation and housing insecurity, and recommended incorporating an empathetic
message in communications. She suggested framing rate adjustments in the context of the
Board’s ongoing efforts to minimize increases while ensuring reliable, high-quality water service
at the best possible cost.

Daniel Brooks presented the USGS Groundwater Level Measurements Update report.
Vice President Werner inquired about the contour graphs, noting that she had not seen them
before. She observed that the elevation numbers showed expected trends, with a rise in nearly all
index wells. Vice President Werner also asked about the inclusion of Hope Well in the data. Mr.
Brooks responded that Hope Well would be added soon. He advised that it likely wouldn't differ
significantly from San Marcos Well due to their proximity. He mentioned the completion of
wellhead construction and noted that baseline numbers would be collected once the pipework
was finalized, prior to pumping operations.
Chair Evans inquired about the significance of the 1972 level, suggesting it might have been
established as a normal operational limit or decision point. Mr. Brooks acknowledged

Vice President Werner expressed appreciation for the inclusion of cost savings from electric
vehicles and solar panels, which exceed $2,500 and suggested tracking further savings once the
battery backup and additional solar panels are in place.
Vice President Werner inquired about the Hope Well grant, Mr. Brooks confirmed that $1
million has been received, with the remaining funds still pending. Reimbursement submissions
are ongoing, and while spending has slowed after the well installation, additional costs for
equipment are expected.

Chair Evans called the Water Management & Long Range Planning Committee meeting to order
at 10:03 a.m.
Present: Chair Evans; Vice President Werner
Others Present: Daniel Brooks, Engineering & Infrastructure Manager; Brooke Welch, Principal
Analyst; and Mary Northrup, Executive Assistant/Clerk of the Board
Public comment: None.
Departmental Agenda:
ITEM 1 – FURNISH AND COMMISSION CDMWTP MOTOR CONTROL CENTER #3
Daniel Brooks presented the Furnish and Commission CDMWTP Motor Control Center #3
report.
Vice President Werner acknowledged that the control center appears to need replacement and
noted that some written comments on the bid looked unusual. Mr. Brooks explained that bidders
often include such comments out of caution to avoid disqualification.
Chair Evans inquired whether this issue required legal review. Mr. Brooks stated he would
consult legal counsel but believed the signature on the document binds the bidder to the terms.
Chair Evans asked about the age of the existing control center. Mr. Brooks advised that it dates
back to the 1970s, making it approximately 50 years old. Chair Evans also noted the complexity
of custom-building the replacement and suggested that sales tax considerations might be
influencing the written comments.

Committee to vote on groundwater well and inspection contracts worth over $1M
The Goleta Water District’s Water Management & Long Range Planning Committee will receive quarterly reports on operations and capital projects, and consider contracts for a new groundwater production well and ongoing inspection services. The committee also reviews water supply updates and a federal crop report summary.
- New groundwater production well contract with Zim Industries, Inc. (Bakersfield Well & Pump Company) at S.B. Corp well site
- Oversight contract with GSI Water Solutions, Inc. for groundwater well technical services

The Committee recommended that the Board of Directors approve contracts for a replacement groundwater production well and four as-needed inspection and survey service contracts. Daniel Brooks presented the Quarterly Operations and Capital Project Delivery Report.
Vice President Werner commented that the report made it clear how extremely busy the quarter had
been, noting that this level of activity seems typical throughout the year.
Chair Evans noted that he had seen conversations on Nextdoor regarding rate increases and commented that
while some people continue to complain, reviewing and understanding the Quarterly Operations and Capital
Project Delivery report would help address their concerns, as it presents a substantial amount of important

Committee considers contracts for Hope Well upgrades and organic material hauling
The Water Management & Long Range Planning Committee will review several infrastructure contracts and operational reports. The body is discussing upgrades to the Hope Well and the removal of organic material from the Corona Del Mar Water Treatment Plant.

Vice President Werner inquired about after-hours call procedures, meter reading practices, recent water
deliveries on the Goleta West Conduit, the impact of the temporary 911 outage, and the District’s vehicle leasing

Ryan Drake presented the Water Conservation Rebate Program Update report.
Vice President Werner asked about the potential impact of the District’s transition to Advanced Metering
Infrastructure (AMI) on gallons per capita per day calculations, noting that current readings may be affected by
under-registering meters and inquired whether per capita use is expected to increase with more accurate
data. Mr. Drake responded that while there may be a slight increase, it is not expected to be significant on the
residential side since most of the under-reading meters are …
