Work Session
Council to discuss pension amendment changing retirement eligibility for some department heads
The Lyons City Council will hold a work session to discuss four items, chief among them a proposed amendment to the city's retirement plan (GMEBS) that would remove the Fire Chief, Code Enforcement Director, and City Electrical/Maintenance Operator from the list of positions eligible for age-62-and-5-years normal retirement, effective December 7, 2022. The amendment would not affect current employees because those positions are either vacant or held by someone already eligible for a different retirement qualification. Other discussion items include a request from the State Properties Commission, a request from Lyons Main Street Program for park maintenance, and a resolution to authorize construction of a building at Partin Park for the Soapbox Derby and the Recreation Department.
- Amendment to GMEBS retirement plan to remove Fire Chief, Code Enforcement Director, and City Electrical/Maintenance Operator from 62&5 normal retirement eligibility
- Request from State Properties Commission (no details provided in agenda)
- Request from Lyons Mainstreet Program for park maintenance

RESOLUTION TO AMEND THE CITY OF LYONS HEALTH
INSURANCE CONTRIBUTION POLICY
City of Lyons, Georgia
Discussion: The staff recommends adoption of the following policy and employee health policy
through spectrum benefits.
Our GMA health insurance renewal has increased by 15%. Currently, the premium per employee
is $892.00, compared to last year’s premium of $776.00. Employees contribute $30 each month
to the premium (3.3%). This contribution is fixed, meaning the premium cost does not affect the
contribution amount.
My staff and I recently met with Spectrum Benefits to discuss a program that could help us better
manage our health costs while providing our employees with more choices and a greater stake in
their healthcare decisions. As I mentioned in our previous discussions about renewal, health
insurance, while important, has a very low impact on our recruitment efforts. Furthermore, when
employees have alternative options, such as opting for a family plan through a spouse, they
choose to remain wit …
