SPECIAL CALLED MONTHLY MEETING MINUTES
June 3, 2026
Meeting was called to order at 5:15 p.m. by the Chairman, Rod Wilson. Board Members in
attendance: L.P. O’Neal, Nicholas Antone, Keith Martin, and Jim Couch. Also in attendance
were County Manager, David Crawley, Chief Appraiser, Debbie Moreno, and office staff, Mary
Wood.
Minutes from the April 29, 2026 meeting (Attachment) were presented for approval. Keith
Martin motioned and Jim Couch seconded; after discussion the motion was adopted
unanimously.
Current Budget (Attachment) was discussed. L.P. O’Neal informed the Board that the
department is currently 7% under budget for Fiscal Year 2025; no action needed by Board.
Debbie presented ACO list (Attachment) for approval. L.P. O’Neal motioned and Keith Martin
seconded; after discussion the motion was adopted unanimously.
Presented were list of Freeport Exemption Applications for approval and denial (Attachment).

MONTHLY MEETING MINUTES
April 29, 2026
The meeting was called to order at 5:13 p.m. by Chairman Rod Wilson. Board Members in
attendance: L.P. O’Neal, Nicholas Antone, Jim Couch, and Keith Martin. Also, in attendance
were County Manager David Crawley, Chief Appraiser Debbie Moreno, and office staff Aaron
Young.
Minutes from the March 25, 2026, meeting (Attachment) were presented for approval. Nicholas
Antone motioned, and Keith Martin seconded; after discussion, the motion was adopted
unanimously.
Current Budget (Attachment) was discussed. L.P. O’Neal informed the Board that the
department is currently 4% under budget for Fiscal Year 2026; the Board needed no action.
Debbie presented the ACO list (Attachment) for approval. L.P. O’Neal motioned, and Jim Couch
seconded; after discussion, the motion was adopted unanimously.
David Crawley, County Manager, updated the Board on upcoming BOE training dates.
Debbie presented the Atlas Ministry (071-037 & 071-037A) applications for exemption for
approval. Nicholas Antone motioned; Jim Couch seconded; after discussion, the motion was
adopted unanimously.
The Board acknowledged the PT50R returns received on parcel 122-004B.

JANUARY 13, 2026 CALLED MEETING:
Chairman Usry led the Pledge of Allegiance and the invocation.
Call to Order: Chairman Usry called the meeting to order at 4:00 p.m.
Roll Call: Commissioners Deering, Smith, Lindsey, Blanton, and Chairman Usry were
present. Also present was County Manager David Crawley.
Executive Session: Commissioner Smith motioned to enter Executive Session at 4:00 p.m.
to discuss potential litigation. Commissioner Deering seconded. Commissioner Smith
motioned to leave Executive Session at 4:47 p.m. Commissioner Lindsey seconded.
Motion carried unanimously. No official action was taken while in Executive Session.
Adjournment: Chairman Usry adjourned the meeting at 4:48 p.m.

JANUARY 13, 2026 MEETING:
Chairman Usry led the Pledge of Allegiance and the invocation.
Call to Order: Chairman Usry called the meeting to order at 5:00 p.m.
Roll Call: Commissioners Deering, Smith, Lindsey, Blanton, and Chairman Usry were
present. Also present was County Manager David Crawley.
Minutes: The Chairman inquired with the Commissioners to determine if any corrections
were necessary for the minutes under consideration for approval. Commissioner Smith
motioned to approve the Minutes from the December 9, 2025 regular monthly meeting,
December 9, 2025 Executive Session, and the December 18, 2025 called meeting..
Commissioner Lindsey seconded. Motion carried unanimously.
Zoning & Subdivision Items:
Consideration of a Preliminary Plat Request - Harbor Club (applicant), Harbor
Pointe: The Commissioners reviewed a request seeking Preliminary Plat approval for 79
townhome units to be created from 15.17 acres zoned PUD in the Harbor Club
development. The proposed project subdivision site is situated on 15.17 acres of Tax
Parcels #075-E-00-001-0 and 075-E-00-002-0. After public comments and extensive
discussion, Commissioner Deering motioned to remove the item from the table.

Members present were Vincent Lewis (Assistant Secretary), Mark Lipscomb, and Dee Lindsey
meeting the requirements for a quorum. Others present were David Crawley (County Manager),
David DuBois (Economic Development Director, Greene County), Gilbert Valdez (Cushman &
Wakefield), Bart Van Stekelenburg (CEO, Juturna Water), Katrina Ash (Axle Plus Truck Parking),
Mark Schulz (Chairman, Greene County Republican Party), Otho Tucker (Chairman, Greene County
Board of Education).
Call to Order
Vincent Lewis called the meeting to order at 8:03 am.

Minutes of December 9, 2025 meeting reviewed by board members.
MOTION: Motion to approve the minutes of the December 9, 2025 meeting was made by Dee
Lindsey and seconded by Mark Lipscomb.
VOTE: Motion was approved by unanimous vote of members present.

David DuBois provided a brief overview of the financial activities since the last meeting.
