Larry Palmer stated that since the last meeting, eight single-family permits and two commercial
permits have been submitted. The commercial permits include an indoor recreation building at
Pecan Valley and a trailer sales yard in the Fairgrounds Subdivision. He has also completed four
final inspections, including projects for Doug Dennett in the industrial area and Riggatti’s, which
is scheduled to open next Tuesday.
Darren Barney stated they are seeing an increase in vandalism at the parks. He has been
educating the public by sharing information in the City newsletter and on Facebook to

Dayton Hall explained that a special meeting was initially scheduled to discuss the request from
the Hurricane Valley Fire District and Hurricane City Police Department regarding further
restrictions or a ban of fireworks. He stated the City Council originally passed a proclamation
allowing fireworks only in four designated locations. When the meeting was first called the Fire
District was proposing to remove Grandpa’s Pond from the approved list due to its proximity to

The Hurricane City Power Board met on June 10, 2026, at 3:00 p.m. at the Clifton Wilson Substation located at 526 W

In attendance were Mac Hall, Dave Imlay (by phone), Colt Stratton, Angie Erickson, Mike Johns, Brian Anderson, Mike
Ramirez, Alex Farnsworth, Dayton Hall, Mike Vercimak, Weston Walker, Fred Resch, Bruce Zimmerman, and Crystal

Minutes of the Hurricane City Council special meeting held on May 5, 2026, where they met at
the Hurricane City Office 147 North 870 West, Hurricane, Utah and traveled together to areas
managed by the Bureau of Land Management at 4:30 p.m.
Members Present: Mayor Clark Fawcett and Council Members: Drew Ellerman, Joseph Prete,
Dave Imlay, Lynn Excell, and Amy Werrett.
Also Present: City Manager Kaden DeMille, City Attorney Dayton Hall, and City Recorder Cindy
Beteag.

4:30 p.m. Meet at the City Office
1. Traveling tour, Council retreat, and outdoor social dinner in areas managed by
the Bureau of Land Management, potentially including discussions regarding
general City policies.
The City Council members met at the Hurricane City Offices and traveled together to areas
managed by the Bureau of Land Management, where they met with Mayor Clark Fawcett.
Dinner was provided as the Council discussed general City policy questions previously prepared
by Mayor Fawcett, a copy of which is attached to these minutes.
Adjournment: Council left the Retreat at 8:30 p.m.
