concluded quickly. Councilor Roden apologized for not explaining the situation
clearly at the previous meeting and stated that her intent was simply to obtain
clarification on the matter.

Minutes from the April 27, 2026 Library Board meeting were read and approved. Motion by
Bradley Karkanen, second by Kevin Hamlin. Motion passed by all Board members present.
Library Director Report:
• Patrick provided an update on the passing of the budget through the Budget
Committee. It is scheduled to go in front of the City Council for final approval on
June 9.
• The automatic door has been repaired.
• Patrick provided an overview of programming attendance, circulation, and
computer usage over the past few weeks. He highlighted a future partnership with
the library and the Polk Marion Early Learning Hub to provide a music-to-literacy
Early Learning Program.
• He also discussed the final preparations for Summer Reading, including installation
of the StoryWalk at Inspiration Garden.
Committee Report – Friends of the Library
• Bradley reported on recent donations and the amount sold on eBay for the Library.
• The Friends are in discussions to bring back the annual fundraiser at the
Independence Cinema.

3. Work Sessions.
3.1. Work Session: Parks SDC Methodology Update (Fisher).
This work session focused on reviewing Parks System Development Charges
(SDCs), with PW Director Fisher providing an overview of the process and
Steve Donovan presenting details. The city has completed required statutory
compliance steps, including notifications to interested parties and posting
methodology for review. The presentation covered the history and background
of parks SDCs, the 2026 Capital Improvement Plan, and specific analysis
including forecasts for single-family home SDCs and comparisons with
neighboring communities. Council was presented with two options for funding
parks and related services. Option 1 would result in significantly higher SDC
(system development charge) fees, while Option 2, which includes alternative
funding sources, was recommended as a more viable alternative. The current

Independence Public Library Board Meeting
April 27, 2026 – 5:00 pm
DRAFT Minutes
Board Members Present: Diana Lindskog, Kevin Hamlin, Tristin Thomas, Bradley Karkanen,
Vickie McCubbin, Nathan Christensen, Margie Johnson, Bill Boisvert (City Council Liaison),
Patrick Bodily (Library Director).
Minutes from the March 23, 2026 Library Board meeting were read and approved. Motion
by Bradley Karkanen, second by Vicki McCubbin. Motion passed by all Board members
present.
Library Director Report:
• Patrick provided an update on the repair of the Automatic Door Opener.
• The museum display has been installed at the front entrance of the library.
• The library has been weeding heavily through the Nonfiction section. Will be working
through the fiction section next.
• Patrick highlighted programs and attendance over the past month, as well as library
visits and computer use.
• A group of the kids from the Coding Club were announced as the winners for the
Fiero Spring Coding Competition.
• Patrick went over the circulation statistics with the board.
• He briefly discussed potential future partnerships with the Indy Idea Hub to run a
Coding Workshop for adults.
Committee Report – Friends of the Library
• Bradley gave an update on the amount raised at the Friends of the Library Booksale
at the first of the month. This was the first month they were able to take card
payments, and they saw an increase in the amount they raised.
