The Madison City Council will hold final votes on two voluntary annexations (Madison Woods, ~23.16 acres, and Koehler Farms, ~80.54 acres) and consider an ordinance amending the employee handbook to adopt a Spousal Carve-Out Policy for health benefits. • Called to order at 10:00 by Greg Goodknight. Other members present include
Tracy Wyne, Cara Fox, and Eric Phagan.

• Approval of Minutes: Goodknight asked for a motion to approve the minutes

and expenses related to Tiffany Black’s repair of the riverfront mosaic. Goodknight

776 and 778 in contact with one another. During those conversations, the owner of 778 expressed interest in
purchasing the property at 776 to help move forward with the rehabilitation of their own property. Currently, the
owner of 778 has been unable to get accurate contractor estimates because the full extent of the damage from 776
is still unknown. Although the owner of 776 received an insurance settlement, there were no remaining funds after
the claim, leaving her unable to cover the cost of demolishing the structure. Also an update on Tiger Lilly fire,

by the owner of 776 3 St after sending certified mail. The owner has indicated that they did receive
their insurance payout, which paid off the house. Duey will be reaching out to the owner again to
ask more questions regarding the property. The intention of the owner as of now is to demolish. As
for 778, there is not much of an update, but the property has had some clean up. The back addition
has been demolished, and the owner will be working on fixing the historical portion of the room,
Right now, there is the engineered bracing put up on the structure. The owner's intention is to
rebuild.

Financial Report – Reedy Financial/Tony Steinhardt: This meeting will likely be the last time the
Commission receives its financial report in the current format. Following City Council approval of the
TIF Donation Fund and Grants Fund, grant and donation activity can now be tracked and reported
separately. With multiple projects underway, this change will provide the Commission with a clearer
and more detailed view of its financial position. Reedy will work with the Economic and

barricaded. The Building Inspector will follow up on this matter, Regarding Property 776, the Code
Enforcement Officer spoke with the property owner approximately two weeks ago, but no further
contact has been made since that time.

Council President Jim Bartlett opened the meeting with the Lord’s Prayer followed by the Pledge of Allegiance.
Present: Thevenow, Krebs, Wilber, Dattilo, Storm, and Bartlett were present. Schafer was absent (6-1).
Minutes: Wilber moved to approve the minutes from the May 6, 2026, regular meeting, seconded by Krebs. All in

the Council and public that the City has been working through several Planning, Preservation, and Design initiatives,
including the development of the Unified Development Ordinance (UDO). With the UDO now adopted, the
department's focus has shifted to establishing the associated fee structure. Tony outlined the state requirements

778 & 776 3" St Fire Damage Report: Tony Steinhardt reported that work has been halted due to
the structure being in danger of falling. Until they can stabilize the building properly no other work
can be done. He will continue to keep the BPW updated.
Trinity United Methodist Church Fire Update: The church and surrounding damage were
assessed the morning following the fire. To address public safety concerns related to the east wall
and protect nearby assets, including the Broadway Fountain, the City engaged a structural
engineering firm to evaluate the site. The City extends its appreciation to the Trinity Church
community, as well as Pastor Doug Walker, for their collaboration and openness as efforts continue
