Madison meeting roundup: Annexations, water upgrade, and zoning requests on agendas
Madison's City Council and boards have a series of items on their agendas this week, including a proposal to annex more than 100 acres for two new subdivisions and a $47,500 upgrade to the city's water and wastewater monitoring systems. No decisions have been recorded yet; minutes from recent meetings have not been published, and the Board of Zoning Appeals meets today.
City Council
The agenda for the Aug. 4 City Council meeting included public hearings and second readings on two voluntary annexations: Madison Woods (23.16 acres) and Koehler Farms (80.54 acres). The council also considered a resolution transferring $46,482 between 2026 budget line items, an interlocal cooperation agreement with Madison Township and Jefferson County for joint infrastructure projects, and an ordinance amending the employee handbook to adopt a Spousal Carve-Out Policy for health insurance.
Board of Public Works and Safety
The board held two meetings Aug. 3. The agenda for the first included resolutions for street closures for Old Court Days, the Soup, Stew, Chili, and Brew Festival, and National Night Out; a $47,500 proposal from Maxim Automation to upgrade water and wastewater SCADA communication systems following a CISA cybersecurity notification; fire damage updates for properties on 3rd Street, Trinity United Methodist Church, and Tiger Lily; and PACE transfers for 804 E Second and 612 Mulberry.
The agenda for the second meeting included approval of the accounts payable register totaling $2,079,537.29. Notable items included $117,387.34 to All Star Paving for street paving and $25,000 for safety bollards under a JCBT grant; $1,045,421.96 to Bank of New York Mellon Trust for water and sewer bond debt service; $121,140.97 to Anthem Blue Cross for August medical premiums; $78,976.94 to Duke Energy for utility bills; and $14,543.50 to CivicPlus for a new city website.
Historic District Board of Review
The agenda for the July 27 meeting included a public hearing on several Certificates of Appropriateness. Tabled applications included window replacement at 1229 W. Main St. (Carolina and Ken Mackinlay) and a carport at 828 W. Second St. (Luke Taylor). New applications included a garage-to-entrance conversion at 215 W. Main St. (Gabriela Bogdan), a new wood deck at 227 W. First St. (Lea Ann Williams), and two new windows on the west facade at 117 W. Main St. (Brian Martin).
Board of Zoning Appeals
Today's agenda includes a public hearing on four applications: a tabled use variance for a campground at 2422 N K Rd; a variance for an accessory structure setback at 828 W Second St; a variance for a primary structure setback at 590 E Clifty Dr (Ivy Tech State College); a special exception for a short-term rental at 508 Jefferson St; and a use variance for a short-term rental at 945 W Second St.
