River Study: Evan Fitzgerald explained the status of the flood scoping study, and reviewed 10
alternatives with the goal of choosing three projects for concept designs and two projects for
benefit-cost analysis to justify to FEMA that a project would be cost-effective.
There will be a meeting in the fall to present designs for the three alternatives. There will be
conceptual designs so that the next time there is hazard mitigation funding available, there will be
an opportunity to apply for funding and the application will be more robust because of the work
that has been done.
Samuel Puddingcombe noted that we are free to pursue the alternatives through other grants as
well, without having to wait for hazard mitigation funding, and the Friends of the Winooski can
help us pursue funding.

Selectboard reviews zoning amendments, decides wastewater permit sequencing
The Marshfield Selectboard reviewed proposed amendments to the Zoning Ordinance and Subdivision Regulations. They decided that a town zoning permit can be issued before a state wastewater permit, but construction cannot start until the state permit is obtained. Zoning Regulations: The Board reviewed the proposed amendments to the Zoning Ordinance.
Rich explained that many of the amendments are the result of the Home Act, which was intended
to make housing more affordable, and to address other statutory changes that resulted in our
ordinance being out of compliance.
Some discussion surrounded the requirement for a wastewater permit. The Zoning Administrator
would like to require the state permit before issuing a town permit. The Planning Commission does
not want to wait for the state permit to issue the town permit. The potential issue is that the house
could be built in a location that does not work for a septic system, and how much do we do to
protect the applicant from making a bad decision. Chris agrees with the Zoning Administrator
because he doesn’t feel that the wastewater permit held him up when building his house, and he
feels that it is common sense to decide where the septic should be before building the house. Rich

Buyout Properties: Joe Perreault asked about the feasibility of using 8103 US Route 2 (the former
Berte property) as an emergency landing site for the DART helicopter. It would require about 6
loads of material and a few trees would need to be cut. Having a gravel pad would make it easier
to back the ambulance up to the helicopter. They would not ask the Road Crew to plow. Rich asked
whether the Martin Covered Bridge park could be used, but Joe explained that there are trees too
close to the parking area. Rich moved to approve, contingent upon approval from FEMA, with the
stipulation that the Town would not be plowing. Luke seconded – all in favor.
Chris Martin has also expressed interest in haying that property.
Luke Mulligan would like to hay the former Drinkwine property (3153 US Route 2). He estimated
that he might be able to get 25 to 50 round bales. The board feels that the Conservation
Commission should be consulted about this and the Berte properties, and we should charge a
standard fee per acre.

The regular semi-monthly meeting of the Marshfield Development Review Board was called to
order by Kathleen Hayes, Acting Chair, at 6:37 on June 25, 2026, in the meeting room of the Old
Schoolhouse Common on School Street in Marshfield, Vermont. The meeting was also accessible via
Zoom.
Present DRB and Town Staff: Kathleen Hayes (Planning Commission alternate to the DRB), Anne
Pace, Annie Reed, James Wong, Lorraine Banbury (ZA and acting Clerk).

Public Comment: None
Ambulance Update: Will Schwarz states the last meeting we had with East Montpelier ambulance
seemed to be productive: since then there are new members and they’ve been responding to calls.
Will also noted Plainfield plans to send them a letter stating if things don’t change then they will
be revoking their contract with them and going with Barre town. Chris Whalen feels a letter from
Marshfield is not necessary at this time, if Will is happy with the changes that have been made and
they have addressed our concerns. At this time, we will stay with East Montpelier ambulance and
Will agreed he will continue to keep us in the loop on how things are going.
Fire House Addition: The fire department has decided to move forward with pouring the concrete
slab. Rich mentions we should add a separate line item to town meeting for the fire house addition

a legal matter.
Regional Plan: Amy Monahan is our delegate to the Central Vermont Regional Planning
Commission (CVPRC). She gave an update on the update of the Central Vermont Regional Plan.
She recommended that people go to the CVRPC website to review the plan and maps that are
under consideration. CVRPC welcomes feedback. The Board thanked her for serving the Town in
this capacity.
Cross Vermont Trail: Greg Western addressed the Board about working with the Town on town-

Zoning: Rich explained the process for amending the zoning regulations. He thanked the Planning
Commission, the Zoning Administrator, and Dina Bookmyer-Baker for their work on the
amendments, most of which are necessary to comply with changes to state statutes. He explained
that the deadline for updating the Town Plan has been extended to at least the end of 2026, and
possibly the end of 2027.
One of the issues discussed was how to deal with wastewater permits. The proposed amendments
are written to not require a wastewater permit before a building permit is granted, but to require a
letter stating that the system is installed as designed before a certificate of occupancy is granted.
Michelle explained that requiring the permit on the front end can cause delays that might make
someone miss the construction window.

Ambulance: Darrell Garland explained that there was a motorcycle accident and a paramedic was
called. The paramedic call was cancelled by East Montpelier Ambulance Service. He explained
that Dr. Greenburg from District 6 did not find any violation, but he acknowledged that it was a
poor decision. Will Schwarz stated that the paramedic was called due to the severity of vehicular
accidents on Route 2, particularly when a motorcycle is involved. He stated that there are protocols
that should have been followed, and there were three factors that each should have initiated a
paramedic call. He also stated that it is wrong to cancel a paramedic call before you are on scene.
He feels that it is completely unacceptable to not trust the EMT’s on scene. It was a bad mistake

HVAC: David Slade did an evaluation of the building and prepared a report of deficiencies with
suggestions for what can be done to upgrade the system. He suggested replacing the existing oil
boiler with propane. The unit ventilators in the Library, Town Office, and Gym should be replaced.
He noted that some of the valves will only close against a certain pressure, causing ghost heating
issues. He suggested replacing them with valves that are more robust. The current valves are made
to fail closed, which means in a failure there is no heat. They should be made to fail open. The
valves are also too weak – they hold back a low pressure, so if the pressure builds, it pushes past
the valves. Rich suggested that we could change the valves this year, independent from the boiler

Bridges: Tyler Billingsley updated the Board on the progress of the bridge and culvert projects.
Onion River and SASS are being done by J.P. Sicard. They have started both projects. They have
opened and will be maintaining the temporary road across Twinfield and Onion River
Campground. They have started the deep foundation work on the Onion River Bridge. They will
start piles this week.
Blow & Cote has cleared trees and will start work on the bridge soon.
The other bridges and culverts will happen later in the summer.
Tyler reported that for SASS and Cassady, when the temporary bridges were built, Vtrans sent
their technical crew to help the contractors with installation but the end panels and interior panels
were switched. This makes the loading uncertain, so they have corrected the installation by
switching the panels. This resulted in extra work for the contractors and will result in a change

Old Schoolhouse Common: Bobbi discovered that our consultant Andrew LaRosa did not include
one of the bids for the gazebo in his bid list due to an oversight, and it was the low bid. Rich moved
to approve awarding the gazebo work to Perreault Building, in the amount of $2,800, to be done
after July 1st. Luke seconded – all in favor. Juggernaut has been notified of the oversight.
For the environmental assessment, the Board was asked for clarification of whether they approve
doing lead testing. Bobbi noted that we could ask Andrew LaRosa to review the results of prior
testing and do asbestos testing if required, at a cost of $750. Luke noted that the consultant
suggested that we just assume there is lead. Rich noted that the painting would be more of a process
if there is lead, and removal would be simpler if there is not. Chris feels that we should do lead
and asbestos testing just to be sure. Chris moved to do lead and asbestos testing in the gym at a
cost not to exceed $1,200. Rich seconded – all in favor.

Sand – the Board reviewed the quote for sand and trucking. Rich moved to approve the cost of
$9.30 per cubic yard for sand from Gravel Construction, and 8.95 per yard for trucking, also from
Gravel Construction, with the amount to be at Scott’s discretion. Luke seconded – all in favor.
Trucks – We have budgeted for a new truck in 2027. There will be a significant extra emissions
charge beginning in January 2027, so the town should place an order before the end of the year.
Scott got prices for an International, Western Star, and Freightliner. International can no longer
give us a standard transmission, and the road crew does not want an automatic; the price of the
International would be higher anyway. The best price is for the Freightliner. The crew will trade

Old Schoolhouse Common: Andrew LaRosa reviewed the designs for the gym, including where
we would put tectum panels. The concrete walls will need to be prepped for painting. Another
option would be a type of panelling, but that would be adding a layer and it would be a possible
maintenance issue. The option that was chosen is a combination of two paint colors and tectum
panels only on the upper half of the room. There was discussion about the next steps for getting
the work done. Andrew will get proposals for testing and will put together bid documents for the
flooring and walls. Color choices will be finalized after the bidder is chosen.

Listers: Meg explained that the grand list software is outdated and they would like to move to the
cloud. Because of the age of the software, they get kicked out of the software frequently and have
difficulty getting back into the system. This also affects the Town Clerk’s office because this
includes the tax billing software. The software vendor has suggested that the problem would be
solved if we move to the cloud. Rich noted that the software has not improved since the 80’s. There
would be a $750 setup fee and a monthly fee of $20 per license. Rich moved to approve, and to
pay for it out of the reappraisal fund. Justin seconded – all in favor.
The lister valuation software has also been updated and the version that the listers are using is
being discontinued in a year or two. The listers would like permission to upgrade to the lates

with a 20% increase each year. Chris seconded – all in favor.
Martin Covered Bridge: Rich moved to approve a contract with T.R. Fellows Engineering for an
evaluation of the damage to the bridge abutments. Chris seconded – all in favor. This is a FEMA

of the month. Pam wants to have a clear mission. Bobbi explained the projects around the Old
Schoolhouse Common that are underway with FEMA. Pam and the Board discussed how to handle
grant opportunities that come up. Justin explained that the next priority is to get the building back
to a well-maintained position. Justin is optimistic that the state is going to assist us with projects
to mitigate future flood damage. Chris explained that the Board was hesitant to do much work to
the building because we didn’t know if we would be staying here, but it seems that we are. Pam’s

Budget: The Board reviewed final budget. Chris moved to increase our fund balance to 5%,
resulting in a tax increase of 3.71%. Justin seconded – all in favor. The Board discussed the proper
amount that we should keep for a fund balance. The recommendation is to have 8 – 12%. The
Board feels that we should increase it by ½% per year until we get to 8%. Bobbi will draft a policy
for a future meeting.
