the City Council adequate time to review your comments, you must submit your written emailed
comments prior to 4:00 p.m. on the day of the meeting.

It was moved by Councilmember Cremer and seconded by Councilmember Hooten to add an
emergency item to declare the Robin Lane Sewer Spill Emergency and ratify City Manager Flora’s
Emergency Declaration. The motion passed with a unanimous vote. Further, it was moved by Vice
Mayor Downey and seconded by Councilmember Wilson to ratify the Emergency Declaration
made by City Manager Flora. The motion passed with a unanimous vote.
