Personnel and Finance Committee

The Personnel & Finance Committee is holding a special meeting with a single substantive item: a closed session to negotiate with the International Association of Firefighters Local 847. The closed session is authorized under Wisconsin state statute for bargaining purposes. The meeting is otherwise procedural, with only call to order and adjournment on the agenda.

Redevelopment Authority

The Merrill Redevelopment Authority will review and likely approve a development agreement for a wellness center at 807 E. 1st St. under Tax Incremental District No. 6. Members will also hear an update on the Champagne Park development and its potential for additional residential sites.

Parks and Recreation Commission

The Merrill Parks and Recreation Commission is meeting to discuss the 2023-2027 Outdoor Recreation Plan, its 10-year Capital Project & Equipment Plan, and several Bike & Pedestrian Plan initiatives that may be included in the 2023 budget request. The commission will also approve minutes and claims, and hear public comment.

City Plan Commission

The Merrill City Plan Commission will hold a public hearing on a conditional use permit for Albert Reinke of AFR Holdings to develop storage buildings at 705 S. Center Avenue, a former automotive dealer site. The commission will also consider minutes from the January 4th meeting and take public comments.

Airport Commission

The Airport Commission will review the status of the Runway 16/34 project and 2022 entitlement projects. Members will discuss and decide on T-hangars, future projects, and T-hangar policies.

Board of Public Works

The Board of Public Works is holding a regular meeting to discuss water and sewer operations, review monthly reports from city staff, and consider approving vouchers. A key discussion item is an update on the automated garbage and recycling program. The meeting is largely routine, with no major decisions or public hearings scheduled.

Health and Safety Committee

The Health and Safety Committee is meeting to receive COVID-19 reports, consider nuisance complaints and vouchers, and act on several liquor license applications, including a change of agent for Walgreens and a temporary license for St. Francis Xavier fish fries. They will also review monthly reports from the fire and police chiefs and the humane society, and set the next meeting date.

The Marketing & Communications Committee is meeting to discuss the job description for a Communications Specialist and the Merrill Marketing brand. Enrichment Center Committee

The Merrill Enrichment Center Committee will hold a regular meeting to approve minutes and vouchers, receive public comment, and discuss operations including a Christmas Joy recap, Stockboxes for Seniors, and year-end funds. They will also hear updates from the ADRC and discuss goals for 2022, including revisiting the 2018 SOAR analysis.

Library Board

The T.B. Scott Free Library Board of Trustees will meet to elect officers and vote on several policy updates. The board will also consider a wage increase for a staff member and an endowment request.

Transit Commission

The Merrill Transit Commission will meet on January 17, 2022, to discuss the transit system's service area, ridership, and grocery run times. The agenda also includes a review of the Tour of Lights event and reports from the Transit Administrator.

Common Council

The Merrill Common Council will consider two land-use items: an ordinance amending the zoning map for 105 N. Main St. The meeting also includes routine items such as approving minutes, placing committee reports on file, and recognizing an employee's 10 years of service.

Zoning Board of Appeals

The Merrill Zoning Board of Appeals will hold a public hearing on January 5, 2022, to consider a variance request for 1001 Cleveland Street regarding repairs to a structure deteriorated beyond 50% of its equalized value. The board will also review minutes from June 2, 2021, and handle routine meeting procedures.
