CALL TO ORDER Mayor Elliot called the special City Council meeting to order at 6:30pm on Monday, September 15, 2025 in the Council Chambers at City Hall located at 100 4th Street. 2. ROLL CALL Present: Staff: 3. PLEDGE OF ALLEGIANCE Attendees recited the pledge of allegiance. 4. INVOCATION Council Member White led the invocation. 5. A. PUBLIC HEARING TO EXCEED THE REVENUE NEUTRAL RATE (RNR) FOR FY 2026 1. Mayor Elliot opened a public hearing regarding the City’s intent to exceed the RNR for FY 2026. A citizen voiced that he had not yet had the chance to read it but noted that the City was asking for 10 mills. Mayor Eliot offered to break it down for him. The difference per year for residential is $109.25, which broke down per month $9.10. Commercial will be a difference of $237.75, per month $19.81. City Council approves $7,055 pool diving board purchase
