Having been duly advertised as required by law, at 6:00 p.m., Mayor Homich called to order the
City Council Budget Workshop in the City Hall Council Chamber.

A moment of silence and the Pledge of Allegiance were led by Mayor Homich. The Mayor
advised that the workshop would have a 7:30 p.m. hard stop and that any unfinished items

1. Capital Outlay, Capital Improvement Program (CIP), and Enterprise Funds
Budget Officer Matt Dodson introduced the Fiscal Year 2026-2027 budget discussion, which
focused on capital outlays, capital planning, enterprise funds, utility rates, and_ utility
customer growth.
Mr. Dodson advised that the proposed budget was being developed conservatively due to
uncertainty surrounding potential changes to property tax exemptions. The next budget
workshop was scheduled to focus primarily on the General Fund and other significant budget
issues.

Mr. Dodson informed the Council that the budget was developed using guiding principles that
included: protecting core services, maintaining fiscal discipline, preserving reserves where
possible, and strategically prioritizing operating and capital expenditures. The discussion was
centered on maintaining core City services while preparing for the potential financial impacts
of the proposed statewide property tax amendment. Mr. Dodson presented the proposed
budget theme of investing in community priorities while preparing for uncertainty surrounding
future property tax revenues.

The City Council recognized Edson and Carla Pereira for their 29 years of service and dedication
as owners of Piglet’s Pantry. Council members expressed appreciation for their longstanding
contributions to the Mount Dora community and downtown business district. Discussion also
included acknowledgment of annual community fundraisers and appreciation for volunteers and
contributors involved in those efforts.

1. Proclamation Building Safety Month 2026
Mayor Homich presented a proclamation recognizing May 2026 as Building Safety Month in the
City of Mount Dora. Building Official Ryan Morgan accepted the proclamation and discussed the
importance of building safety, code enforcement, and the 2026 Building Safety Month themes
focused on safety, preparedness, and accessibility. Mr. Morgan recognized Building Department
staff for their service and announced a Building Safety Month open house to be held on May 15,
2026, at the Building Department office. Councilmembers expressed appreciation for the
department’s work protecting the community.

Having been duly noticed as required by law, the April 29, 2026, meeting of the Mount
Dora Historic Preservation Board was called to order at 3:01 p.m. by Det Joks. Chairman.
