Consideration of Compensation and Classification Study
Director Flier provided a summary of the history of the Total Compensation
Assessment project which began in October of 2024. Dr. Tessia Melvin, DDA
Department Head, presented a power point presentation of an explanation of the study
including a recommendation of a new pay structure and grade designation of jobs and
the appeal process.
Motion by Commissioner Dranttel and seconded by Commissioner Zins to accept
the Compensation and Classification study. Motion carried with all voting in favor.
Motion by Commissioner Dranttel and seconded by Commissioner Zins to adopt
the new pay structure for non-union employees effective January 1, 2026. Motion
carried with all voting in favor.

76A repair, repair report 25-032. This project addresses the failure of the berm and pump
station structure during a significant rain last summer/fall. A temporary repair was

NICOLLET COUNTY DRAINAGE AUTHORITY
The Nicollet County Drainage Authority met in regular session on Tuesday, January 6,
2026 at 9:47 a.m. Present at the meeting were Commissioners Dranttel, Dehen, Kolars, Zins,
and Helget. County Attorney Michelle Zehnder Fischer and County Administrator Landkamer
were also in attendance.
Approval of Agenda
Motion by Commissioner Helget and seconded by Commissioner Kolars to approve the
agenda. Motion carried unanimously.
Consent Agenda
Motion by Commissioner Kolars and seconded by Commissioner Helget to approve the
consent agenda items as follows:
a. December 16, 2025 Drainage Authority Minutes
Motion carried unanimously.

Public Works
CD 86 Repair Projects Update
Chris Otterness, Engineer with Houston Engineering, Inc. presented an update on the
CD 86 repair project. Engineer Otterness reported that the building has a singular purpose and
that is to provide a water barrier to the existing building. While hydro drilling for the placement
of the poles, the contractor encountered electrical lines and conduit that run to the pump
station. Modifications to the construction plans were verified by a structural engineer. The
contractor has submitted an application for payment. Engineer Otterness noted a punch list
inspection was completed identifying seven deficiencies. Discussions are in place for
completing the pun

OFFICIAL PROCEEDINGS OF THE
BOARD OF COUNTY COMMISSIONERS
The Nicollet County Board of Commissioners met in regular session on Tuesday,
January 6, 2026, at 9:00 a.m. Commissioners Dranttel, Kolars, Zins, Helget, and Dehen
were present at the meeting. County Administrator Mandy Landkamer and County
Attorney Michelle Zehnder Fischer were also present.
Election of Officers
Commissioner Dranttel requested nominations for 2026 Board Chair.
Commissioner Kolars moved to nominate Commissioner Dehen for the role of Chair of
the Nicollet County Board for 2026, and Commissioner Helget seconded the motion.
No other nominations were made and the motion was approved unanimously.
Chair Dehen then requested nominations for the Board Vice Chair.
Commissioner Kolars moved to nominate Commissioner Zins for the role of Vice Chair
of the Nicollet County Board for 2026, with Commissioner Helget seconding the motion.
No other nominations were made and the motion was approved unanimously.
Approval of Agenda
Motion by Commissioner Zins and seconded by Commissioner Helget to approve
the agenda. Motion carried unanimously.
