Notice of Ohio Revised Code Section 5709.40(C): Proposed Tax Increment Financing for Ridgefield Subdivision
It is the intent of the City of North Ridgeville, Ohio, to create a new tax increment financing incentive district
and to declare certain improvements to parcels within the incentive district to be a public purpose, all in
accordance with Section 5709.40(C) of the Ohio Revised Code. The following information is provided pursuant

June 22, 2026
Chairman Kevin Corcoran called the meeting to order at 2:00 p.m. in City Council Chambers at
North Ridgeville City Hall, 7307 Avon Belden Road.
Commission members present were Chairman Mayor Kevin Corcoran, Robert Esper, Finance
Director April Wilkerson, Assistant Law Director Sean Kelleher, and Assistant Clerk of Council
Fijabi Gallam.
Minutes from the December 1, 2025, Records Commission meeting
Chairman Corcoran asked for any corrections to the meeting minutes. No discussion. Minutes
stand approved as submitted.
Department of Law RC-2
Clerk Gallam explained that the only change made was for criminal murder files, which are now
permanent. The Law Department requested that criminal murder files be made permanent in its
system. Copies and duplicates of existing documents were moved to Law-13; the records were
originally listed under Law-03. No other changes were noted.
It was moved by Wilkerson and seconded by Esper to approve the RC-2 for the
Department of Law.
A voice vote was taken and the motion carried.

weather that impacted the area. Graduation was moved up 15 minutes. RHTA created a habitat trail
over the last 3 year s. Named wild school site by ODNR. Lorain County Commission was one of 4
counties who did both the Homestead Exemption and the Real Property Tax Exemption in 2025. Had
people speak on it at a county meeting to express how poor an idea it is. It has impacted NRCS by 1.7

MINUTES OF THE
REGULAR MEETING – TUESDAY, APRIL 27, 2026
CALL TO ORDER
The meeting was called to order at 5:00 PM.
ROLL CALL

Present were Secretary Amie Espinosa-Gonzalez and Vice-Chairman Paul Graupmann.
Also present was Assistant Law Director Toni Morgan and Deputy Clerk of Council Tina Wieber.
Chairwoman Cheryl Farver was excused.
APPROVAL OF MINUTES
Regular Meeting Minutes of March 23, 2026
Vice-Chairman Graupmann stated that the Commission received the meeting minutes from the March
27, 2026, meeting and asked if there were any comments, questions or corrections.
None were given and minutes were accepted as submitted.
REPORTS
Received Oath of Office for Sergeant Jacob Julio dated March 27, 2026.
Vice-Chairman Graupmann stated that the first item under reports was that the Commission received
the Oath of Office for Sergeant Jacob Julio dated March 27, 2026. He congratulated Sgt. Julio on his
recent promotion.

pdate on Fire Lieutenant Promotional Examination.
Vice-Chairman Graupmann asked Deputy Clerk of Council to give the update on the promotional
examination.
Deputy Clerk of Council Wieber stated that stated that the invitations for the Fire Lieutenant’s
promotional examination had gone out the previous Friday and the written examination would take
place on May 22, 2026.
