1. Bruce reviewed the list of non-certified fire truck drivers with the Chiefs. All Chiefs were encouraged
to get non-certified truck drivers checked off on driver training in 2026. The potential driver list was

Finance Director Melissa Braswell presented the proposed FY27 Budget, stating the Budget supports the
mission of Oconee County and is designed to achieve the strategic goals set forth for the county.
The proposed FY27 General Fund Budget is $49,004,700, which is a balanced budget. She discussed the
FY27 General Fund proposed revenues and expenditures as compared to the FY26 budget, while detailing
some changes departmentally and by classification. The proposed budget is an increase of 7.22% over the
FY26 General Fund Budget and includes the new EMS Department funding.
The total proposed budget for FY27 is $85,493,242 to include capital, SPLOST and TSPLOST, special
revenue, and enterprise funds. This is 2.14% increase from prior year. Proposed revenues and expenses by

1. Looked over outstanding work orders for Fire Rescue.
II. Training:
1. Chiefs reviewed the training schedule for February. February training consists of (19) various fire &
medical classes, and Truck / Station Maintenance nights at each station.
2. Chiefs reviewed the potential Firefighter & Medical Responder roster. Chief Towe noted the NPQ
FF1 Course is going well with (8) FF1, (1) Support Driver, and (2) City of Greensboro FF1 recruits.
3. Chiefs reviewed the monthly training hours for January 2026.
III. Miscellaneous:
1. Bruce reviewed the list of non-certified fire truck drivers with the Chiefs. All Chiefs were encouraged
to get non-certified truck drivers checked off on driver training in 2026.
2. Bruce reviewed the 2026 Station Officer roster. Officer helmet swaps were completed as needed by
fire station officers. Chief Towe will check on the status of Station 8 officer helmets.

Station Road widening, as he would like to see consistency. John Daniell responded that there is still
$76,000 in reserve for the final phase of beautification, which is not included in the $5.4 million that the
IDA has available at this time.
Rick Waller expressed concerns over depleting IDA funds on the Dawson Park project in case another
opportunity is presented in the future. He brought up the additional funding expected from SPLOST during

The Oconee County Library at Wire Park
Chairperson Norris called the meeting to order at 4:30 p.m. The following members of the
Board were present: Chairperson Rubielen Norris, Vice-Chairperson Daphne Norton,
Secretary Fred Lutz, Deann Craft, Kelly Hansford, Wanda Stitt-Gohdes, Laura Moore, Angela
Moss-Hill, Rachael Watson and Mandy Marable. A quorum was present.
Oconee County Library and Athens Regional Library System members were also present
including Beth Mcintyre, Toby Mayfield, James Mitchell, Katherine Ratcliffe and Lorrie
Swanson.
The meeting was video recorded by Lee Becker of the community. No public comments
were offered at the meeting.
A motion by Rachel Watson seconded by Laura Moore, carried approving the minutes of
the October 21, 2025 board meeting.
Daphne Norton reported the progress of the Art Committee which was established to
provide appropriate art for the new Wire Park location. Two proposals were presented at the
July 15, 2025 board meeting. Subsequently, the Request for Proposals was reopened and
advertised locally. Four proposals were presented to the board at this meeting. Highlights of
the presentations are as follows:
1, Glen Galau presented an idea for three large, rectangular panels for the inside walls of
the main room. The panels are metal printed with striking black tree on pure white
enamel. Panels are U/V and scratch resistant with an estimated life of 60 to 80

I. Truck / Station Maintenance:
1. Looked over outstanding work orders for Fire Rescue.
II. Training:
1. Chiefs reviewed the training schedule for January. January training consists of (19) various fire &
medical classes, and Truck / Station Maintenance nights at each station.
2. Chiefs reviewed the potential Firefighter & Medical Responder roster. The following recruits are
scheduled to be at the upcoming NPQ Firefighter 1 Course orientation: Oconee has (11) Firefighter 1
recruits & (1) Support Driver recruit; City of Greensboro has (2) Firefighter 1 recruits.
3. Chiefs reviewed the monthly training hours for December 2025.
III. Miscellaneous:
1. Bruce provided a list of non-certified fire truck drivers to the Chiefs. All Chiefs were encouraged to
get non-certified truck drivers checked off on driver training in 2026.
2. Chiefs reviewed volunteers that lack training hours. All non-career Medical Responders

Hanley called the meeting to order at 5:00 p.m.
Approval of Agenda: Davis made a move to approve the agenda, second by Jones. The vote was
unanimous to approve the agenda.
No corrections were made to the minutes of the December 10, 2025, meeting. Upon motion by Jones
and second by Hanley, minutes from the December 10, 2025, meeting were unanimously approved.

New Business
a) Chair Hanley began a discussion regarding a possible new Advance Voting Site in the
Northwestern Area of Oconee County.
b) Gregg reviewed statistics that covered Advance Voting turnout throughout 2025.
c) Board members Jones and Davis made comments regarding the possibility of a new Advance
Voting site. Gilland did not comment.
d) Gilland made motion to perform further research and consider the establishment of the new
site at the February 2, 2026, meeting, second by Jones. All were in favor.
