Good morning and welcome to the July 27th OCTA board meeting. Please rise and join us with an invocation from Director H ennessey and a Pledge of Allegiance from Director Wynn. Good morning, everyone. Please join me in prayer. Dear Lord, as we gather this morning, we thank you for our lives and we thank you for this day. Please remain standing as we place your hand over your heart and please begin the Pledge of Allegiance. Ready? Begin. I pledge allegiance to the flag of the United States of America and to the republic for which stands, one nation, under God, indivisible, liberty and justice for all. Thank you, everyone. Clerk of the Board, do we have any closed sessions today? We do not. That is Clerk of the Board, Angel Garfio here today, one of our excellent employees rotating in. Okay, that brings us to our special calendar, the taxable sales forecast from the University of California at Los Angeles. Dr. Yu, it's always one of our best days here. Good morning, Mr. Chairman, members of the committee, Andy Offaly, Chief Financial Officer. As you know, each year we have four different presentations on taxable sales. We use four different entities to provide a forecast for OC TA because sales tax is such an important part of the budget that we put together here in OCTA and for our long term financial sustainability. This is the second of four presentations. The last meeting you heard Chapman University. Today we'll hear from UCLA. Dr. William Yu is here. He's been with the Anderson forecast since 2011. He's been doing these presentations for several years now at this committee. In his day job he focuses on analyzing and forecasting the U.S., China, and Southern California economies and his research interests encompass a wide range of economic and financial issues. Welcome to the July 6, 2026 meeting of the Regional Transportation Planning Committee. We call the meeting to order, and if I could have Director Harper, would you please lead us in the pledge? Sure. All right, please join me in the Pledge of Allegiance. Ready? Begin. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation, under God, indivisible, with liberty and justice for all. Thank you, Director Harper. There is, I see no closed session, just looking for confirmation. No closed session, very good. And nothing on the special calendar, which brings us into the consent calendar, item 1 through 4. All matters on the consent calendar are to be approved in one motion, unless polled by a committee member or a member of the public. Have we had anybody from the public, either online or in person? To comment in real time, select raise hand to speak or press star 9 if calling by phone. Seeing none. Okay, thank you very much. Colleagues, anybody want to pull anything from the consent? I'll move the consent calendar. Second. Okay, we have a motion and a second to prove the consent. Any opposition? Any abstentions? Seeing none. That is approved. Mr. Chairman, may I make one suggestion? Yes, please. We are expecting Director Foley, and I think you're aware she has an interest, of course, in the coastal rail, so maybe we can take item 6 before item 5, if it's okay with the committee. Happy to accommodate, so we'll move on to it …

Ready, begin. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation, under God, indivisible, with liberty and justice for all. Good morning, everyone. I was just talking with Andy, saying this is often our favorite day. We get a presentation from Chapman University on our finances. So, are there any closed sessions? Our attorney has stepped in for a minute, but I'm going to trust that there are none. It was a pro forma question anyway. I hate to say it. So, no closed session items. And that brings us to item number one, our special calendar , the taxable sales forecast from Chapman University. Welcome, Dr. Spear. Thank you, Chair Hennessey, members of the committee, Andy Offerle, Chief Financial Officer at OCTA. Before you today is the first of four presentations that this committee will hear over the next four meetings regarding sales tax forecasting. As I mentioned when we presented our budget at the last meeting, what we forecast in sales tax is the single most important assumption we make when we're doing our long- range planning every single year. So, we do spend a lot of time on it. We spend a lot of time at the committee. And I'm happy to introduce Dr. Raymond Spear. He's a director of the A. Gary Anderson Center for Econ …

I'm Jeff Mills, Director of Capital Project Delivery here at OCTA. Today's staff is requesting authorization to execute four contract amendments necessary to support the continued delivery of the OC Streetcar project. As discussed with the board over the last few months, ongoing mediation of contractor disputes and related litigation have extended the forecasted project completion and commencement of public service to early 2026. To maintain project continuity through construction completion, testing and start-up, several support contracts need to be amended to accommodate the extended schedule. Excuse me. Specifically, staff is requesting approval of amendments with HDR for continued program management services, with P GH Wong for continued construction management services, with Herzog to align start-up and pre-revenue ope …

Is anyone opposed to then okay the motion carries on consent and that moves us into our regular calendar item nine consultant selection for the move OC active transportation plans and we will have a presentation. Madam Chair I'd like to make a quick introduction if I may. So we are bringing this back at the request of the committee as you know this was here in May to address questions and provide more detail regarding the project scope level of effort and cost . One things I want to note and Peter will go through it is move OC is being developed to replace what we would say the increasingly out of date active transportation plans that were developed around the county starting in 2011 up to 2019. Okay, I'd like to call the meeting of the annual eligibility review subcommittee to order. My name is Clayton King, chair of the committee. A couple things. First I'd like to ask are there any members of the public in who would like to speak in attendance tonight? No? Okay. Remember, I guess we have four mics are allowed at any time . Please state your name and title for the record. This is being audio live streamed. There's a 60 second delay from live proceedings. We have several action items. Item number one, approval of the October 29th AER 2025 AER meeting minutes. I have some concerns about those minutes. Do we have a motion to approve the minutes? Pardon me? Oh, well I was going to have discussion after we had the motion, but that's if we had a second to it. But my concern is that I've been informed that, and I've examined the minutes that were presented, presented to each of you, they are incomplete in that there was a discussion held about two cities, the city of Fullerton and the city of Garden Grove regarding their eligibility, and that is not reflected in the minutes. I've been informed that the, apparently OCTA has changed the policy that only action items will be, comments and discussion on action items will be included in the minutes. That is not my idea of minutes, and I don't think that's even a legal, proper legal definition of minutes. So my recommendation is the minutes not be approved until they are revised to include all discussion and all votes and that …
