ommissioners to consider canceling the July 28th Commissioners’ meeting due to
scheduling conflicts.
2) Commissioners to consider authorizing a standardized use agreement for the Oxford
Community Center. The use agreement will be required whenever outside entities,
organizations or individuals are permitted to use the Oxford Community Center.
3) Commissioners to consider authorizing the Town Manager to facilitate expenditures for
materials not to exceed $150,000 to complete the Mill Street at Tilghman Street drainage
improvement plan from the FY27 “Stormwater/Shoreline SMSP” budget. All work is to
be completed by public works staff. Current available funds total $526,169.90 not
including any encumbered funds.
4) Commissioners to consider authorizing the Town Manager to facilitate additional
expenditures not to exceed $10,000 to complete the Market Street / Jefferson Street storm
water improvement work from the “Stormwater/ Shoreline SMSP” budget category to
cover the cost of purch

ANNOUNCEMENTS FROM COMMISSIONER
Katrina Greer announced that Michael Bell passed the highly challenging 5A Water and Sewer
Supervisor Certification E xam, which has a low pass rate of about 15%. His achievement
strengthens the P ublic Works team by adding valuable expertise and operational redundancy .

TOWN MANAGER REPORT
Town Manager Holly Wahl highlighted a few items from the project dashboard from her Town
Managers’ Report.
SCADA System: The Town plans to release an RFP for a USDA -funded SCADA system to
enhance water monitoring. It is also advancing stormwater improvements, with design work
underway and about $300,000 in expected state funding.
U.S. Post Office Update Remediation of Fire Damage: The U.S. Post Office project has reached
substantial completion and is moving forward with occupancy preparations.
Local Banking: Commissioners approved an agreement with Shore United Bank to install a full-
service ATM at the bank building, with final steps underway before deployment.
Town Boat Slips: Staff are reviewing and updating the boat slip waitlist by confirming eligibility

will install all lines and fixtures for the bathrooms, kitchen, and services areas in the three -story
commercial building.
The plumbing for the accessory structure will be processed under separate permit at the April
28
th, 2026, Planning Commission meeting.

Lieutenant James Dobson, of the Talbot County Sheriff’s Office provided their monthly report,
along with the TCSO’s non-emergency phone number - 410-822-1020. During the month of
March, deputies from the Patrol Division worked 82 hours of overtime in the Town of Oxford.

The owners of Sandaway Suites and Beach provided an overview of the business. Ben Gibson
(with his mother Wendy) announced that he and his wife are taking over leadership of the family’s
long-running business, Sandaway Suites and Beach. This is continuing a three -generation legacy
of supporting local tourism. Following the recent passing of his father, they are stepping in to ease

and overhead garage door, and replace with a new entry door and a wooden folding garage door
to create a more historic appearance.

Chair Campbell welcomed new Board of Port Wardens Member, Steve Tull,

follows: 1) remove the High Street Pavers in the parking area and replace with white gravel,
and add three rows of granite cobble stone (mimicking neighbor’s driveway) border, and 2)
repair the slate wall on South Street and remove existing gravel, and replace with white gravel
and three rows of granite cobble stone, again mimicking the neighbor’s driveway. There is to
be no change of dimensions of the parking area, therefore no new impervious will be created.
As this constitutes a change of materials and design, HDC approval will also be required.

Town Manager Holly Wahl announced the departure of front desk clerk Tori Swann, who is leaving
to join her family business, and welcomed our new front office admin, Shelby Morris. We wish
Tori all the best, and please stop in to meet Shelby after the first of the month.
Critical Infrastructure:
RFPs: Sealed bids for the projects below are due tomorrow, March 25, 2026. Bids will be opened
publicly at 10:00am in the Chamber room and streamed online at Town Hall Streams.
• Metering: Commissioners approved the replacement of water meters throughout Town
through the USDA Water Improvement Project. Meters are purchased and an RFP was
approved by USDA for the installation of the water meters and the inspection of all lines
on both the private and public side. The inspection will inventory line material. The
inventory is required by the federal government in response to legislation that requires the
Town to report on lead- based materials. The bid proposal is posted on eMaryland
Marketplace via Bid #BPM055304.

The meeting was called to order at 10:00 A M in the Oxford Community Services Building.
Members present included Jody Ware, Steve Schleien, Curt Reintsma, Jan Greenhawk, and Holly
Wahl, Town Manager.
A quorum was established and minutes from the February 20, 2026 meeting were approved.
Town Manager - Role of Community Resilience Committee
- Holly reviewed the CRC mission statement with the members to ensure that that
alignment between the CRC and the Town occurred. The resulting discussion reinforced
that the Town and the Committee will be working in concert to avoid duplicity in resilience
efforts.
- Communication between all parties (CRC, Town Staff, other Committees and Boards, and
Commissioners) was discussed at some length. The Town Manager will communicate all
Committee findings and activities to the Commissioners and will coordinate CRC findings
to the appropriate departments and personnel.
o Action: Holly will create a “ticketing process” that CRC members can use to easily
forward observations, data, or problems identified from their neighborhood walk-
throughs.

Currently the committee doesn’t have the backend summary of information that the app
generates, and it was brought up that having that data would be beneficial when having
formal or informal communications with the community.

Discussion was held on the proposed height of the building, the height restrictions of an
accessory structure, and permitted uses on the parcel. The Planning Commission
discussed the possibility of more than one principal structure per property.

Committee Member Reports and Updates
- Ashley presented a follow -up from the January 23 rd meeting where she created an
overview of potential micro- communities that the CRC can consider when targeting
specific outreach areas. The communities she selected were based on geographic
similarities and known/perceived challenges. It is recognized that there are overlaps
between these areas.
o Action: The Committee will review map of the boundary selections that were
provided and will offer recommendations for revision of the areas and labeling
of those areas at the next meeting.
- She also presented a handout from the organization, Alliance for the Chesapeake Bay.
The handout provided beneficial information on native plantings and rain gardens. She
plans to develop an informational page on the website for information such as these
examples as it is the type of information that can be used in outreach activities. The
Alliance is a coalition of technical experts formed to help restore the Chesapeake Bay’s
watershed.

SPECIAL PRESENTATION AND PUBLIC ENGAGEMENT
Sean Callahan of Lane Engineering came forward to provide a special presentation on the
proposed Oxford Connector Trail Draft Plan. Mr. Callahan presented a construction plan for a
proposed 1,300- foot Connection Trail linking Pier Street in Oxford to the Talbot County
conservation park. The plan includes an at -grade crossing at Bonfield Manor Road, potential
wetland mitigation or elevated boardwalk options, and a 10-foot- wide shared -use path for
pedestrians and bicycles. Only approximately 25 feet of the proposed trail lies within town
limits; the remainder is in Talbot Cou nty. To view the presentation, please visit Town Hall

The project originated from a 2023 state grant requiring completion of the design and public
comment process for the proposed trail. Officials emphasized that the purpose of the
presentation was to gather public input and fulfill grant obligations, not to actually approve

ADJOURNMENT
The Commissioners of Oxford are governed by the Oxford Charter and are guided by Robert’s
Rules of Order. The Charter provides that all meetings of the Commissioners shall be open to the
public, and the rules of the Commissioners shall provide that residents of the Town shall have a
reasonable opportunity to be heard at any meeting in regard to any municipal question. Public
Comment is included on all Commissioner regular meeting agendas and affords the public the
opportunity to have a voice, and the Commis sioners an opportunity to listen. Public Comment is
not a Debate. It is not a question- and-answer session or discussion. If, after a public comment, a
Commissioner wishes to clarify a matter, they may do so. With that in mind, the Commissioners
thank the public for their interest, welcomes the public to speak, and requests that anyone who
would like to speak please state your name and address for the record.

Present
Attending the meeting were HDC Chair Pete Linkins, Barbara Ranson, Karen Wayland,
Margaret Morris, Will Cawley, and Town Clerk, Ashley Samonisky.
Approval of Minutes
Approval of December 1
st, 2025 meeting minutes.
• Karen Wayland made a motion to approve the December 1st, 2025, meeting
minutes. Margaret Morris seconded the motion. All were in favor, the motion
carried.
Applications for Review
100 Sullivans Aly, the Harris’s submitted an application to: remove the existing sliding glass
doors on the north and south sides of the sunroom. The doors will be replaced with windows
on the north side, and siding on the south side. New French doors will be constructed on the
west (river-facing) side of the sunroom. The applicants are also requesting to install a 7’ x 7’
hot tub on an existing brick patio on the river side of the residence, just outside the sunroom.
As this property is waterfront, the view from the river is considered the public right-of-way.
• Barbara Ranson made a motion to approve the request for the modification of the
windows/doors of the sunroom. Will Cawley seconded the motion. All were in favor,
the motion carried.
• Karen Wayland made a motion to refer the request for hot tub installation to the
Planning Commission for lot coverage requirements. Margaret Morris seconded the
motion. All were in favor, the motion carried.
