So then I started, when I went back into all the research that I've done, I've spent countless hours going over this with the manufacturer, and then I'm cross-refer encing things. I even went into the letter that we received from the doctors and scientists, and I went in there and I broke down all the stuff that it's saying, and then I went into what does the EPA actually say and the who, what is the World Health Organization saying about the stuff that's in these articles. So I'm going back, cross-referencing, doing all this stuff, and I see in there, okay, well, they're talking about these two articles of one down in Mendocino, and they're having problems, and it's a traditional stove. So I look at the website, yes , wood-burning stove. Actually, not that good. Correct. The next one that's just outside of San Francisco, or I'm sorry, up in Portland, same situation, where they're burning daily just with a normal sauna wood-burning stove. So then it just goes back. I think what this really comes down to for me now is, you know, there was a period from 2009 all the way through 2025 where the EPA was running a program called the Burnwise program, and they've done a lot of research, and we all know that the EPA is not perfect. It's not, not everything is there is, is, um, as direct and as true as it needs to be. But one thing that I did learn from that, and it just made me stand …

So the methodology and approach, so first of all, a fee program by its nature is designed to recover some type of costs. So in this case, the costs are pretty much their fire system, so land, fire stations, and any other types of buildings, apparatus and vehicles, equipment, and then of course any cost associated with collection and administration of the fee program year after year. So those are the fee components. The methodology is the common methodology. This isn't anything unique. It's actually the common way to come up with fire impact fees, specific for fire impact fees. And it's called an existing facility standard methodology. And as I had indicated earlier in my overview of the fee program, that the purpose behind the fees is to provide funding to expand the fire system to serve the growing service population of the district. That's the methodology is that you look at the existing system and the service population that it serves. And you come up with a ratio of what, and that's what's called the existing level of service. That's what's being provided today. And then in order to maintain that the service level that they have today, that determines the fee that would be charged on new residential development. Thank you. more space and eliminates and alleviates some of those concerns that we have about shading. So giving a little bit wider public right-of-way, in fact, you know, accommodates some of the space that you need to have those taller buildings and not feel like you're completely closed in. And the other thing was that there's, you know, right now most sidewalks in the city of Arcata, you're lucky to have five feet, and many of them have a telephone pole right in the middle of them, so you got, if you're lucky, three feet of clear on the outside or inside of that telephone pole. What we're trying to do here is to make really nice public spaces, starting with the sidewalks. So just to kind of sum up this portion of it, the pedestrian realm as it's identified in the Gateway Code, which includes a landscape amenity. The street side would be on this side in this image. So landscape amenity going back from the curb, and those would have places to park your bikes, maybe some benches, some trees planted and that sort of thing. You'd have an eight-foot-wide sidewalk. And then the active frontage is intended to be used as, you know, kind of a flex space where, you know, the businesses might put tables and chairs to have, you know, customers sit and enjoy a beverage or whatever.
