Thank you. fair. A lot of people depend on the wood-burning stoves for their heat, even for cooking. So then I started, when I went back into all the research that I've done, I've spent countless hours going over this with the manufacturer, and then I'm cross-refer encing things. I even went into the letter that we received from the doctors and scientists, and I went in there and I broke down all the stuff that it's saying, and then I went into what does the EPA actually say and the who, what is the World Health Organization saying about the stuff that's in these articles. So I'm going back, cross-referencing, doing all this stuff, and I see in there, okay, well, they're talking about these two articles of one down in Mendocino, and they're having problems, and it's a traditional stove. So I look at the website, yes , wood-burning stove. Actually, not that good. Correct. The next one that's just outside of San Francisco, or I'm sorry, up in Portland, same situation, where they're burning daily just with a normal sauna wood-burning stove. So then it just goes back. I think what this really comes down to for me now is, you know, there was a period from 2009 all the way through 2025 where the EPA was running a program called the Burnwise program, and they've done a lot of research, and we all know that the EPA is not perfect. It's not, not everything is there is, is, um, as direct and as true as it needs to be. But one thing that I did learn from that, and it just made me stand …

Thank you. the staff in the department. We are very excited to have her be part of our director team, and I'm happy to answer any other questions about the contract, if you have any, or about the appointment process. And I'd just like to add that we're really thrilled to have Jen as a potential candidate for this position, and that she's willing to take it on. She's worked with David Loya, our previous director, for a long period of time. Jen has an exceptional skill set. I think the council has all seen her skills. She has been a huge part of bringing a lot of different grants and programs to the city that without her, we wouldn't have had. I think she has the trust and confidence from staff, and that continuity is one of the things that we're really looking for with staff and with the community as well. So I couldn't be more pleased that Jen is willing to take it on, and I see she's here. If you do have any questions for her, too, but again, we're thrilled to be able to have somebody that's come up and worked with David, and to be able to take on this position on staff. Thank you for that, and I see some fingers poised to my right. Go ahead. Okay, I just, congratulations, Jen. When I was on the Economic Development Committee, you were the liaison, and I started working with you then, and I've just appreciated your thoroughness and your dedication to the city. I'm so proud of you. I know that you're going to do an amazing job. Thank you for all your hard work, and congratula …

Thank you. Thank you, Chief and good evening, Thank you. the solution requesting that you consider it and hopefully adopt it on their behalf. So the methodology and approach, so first of all, a fee program by its nature is designed to recover some type of costs. So in this case, the costs are pretty much their fire system, so land, fire stations, and any other types of buildings, apparatus and vehicles, equipment, and then of course any cost associated with collection and administration of the fee program year after year. So those are the fee components. The methodology is the common methodology. This isn't anything unique. It's actually the common way to come up with fire impact fees, specific for fire impact fees. And it's called an existing facility standard methodology. And as I had indicated earlier in my overview of the fee program, that the purpose behind the fees is to provide funding to expand the fire system to serve the growing service population of the district. That's the methodology is that you look at the existing system and the service population that it serves. And you come up with a ratio of what, and that's what's called the existing level of service. That's what's being provided today. And then in order to maintain that the service level that they have today, that determines the fee that would be charged on new residential development. And so it's a, that, that it establishes a ratio and it's a complicated ratio. And I'm happy to get into the weeds on that …

Thank you. that we are located on are the unceded ancestral lands of the Wiat tribe. The land that Arcata rests on is known in the Wiat language as Guudini, meaning over in the woods or among the redwoods. Past actions by local, state, and federal governments remove the Wiat and other indigenous peoples from the land and threaten to destroy their cultural practices. The city of Arcata acknowledges the Wiat community, their elders, both past and present, as well as future generations. This acknowledgment seeks to aid in dismantling the legacy narratives of settler colonialism. Next, we'll begin with a roll call. Staff, will you please call roll? Yeah, Commissioner Lehman? Here. Commissioner Hamm? Here. And Vice Chair and Chair Pro Tem Strickland? Here. And then I'd also like to call on Commissioner Starr, one of our new appointments. And you have to push your button. There you go. I'm very happy to be here. I'm a long-term Humboldt County resident and bring a population health lens to this work. I am very excited to serve the city of Arcata. And also recently appointed Commissioner Hawkins. Yes, President. Pleasure to be here. And I look forward to serving the people of Arcata. Thank you. Welcome to you both. Next on our agenda will be oral communications. During this time, people may make comments about items that are not on the agenda. If you wish to speak on one of our agenda items, you will have an opportunity when we are discussing those items. If you have comments about …

Thank you. in early 2027. But there is a whole process of public engagement on the SAMSIP, so please get involved and let us know what you think. Our friends in engineering are running that, so feel free to reach out to me. I'll connect you with them or reach out directly to our engineering division. So with that, I know this doesn't address the immediate concerns, but it is planned on the horizon, and the idea is to slow traffic, provide more sidewalks and visible crossings for pedestrians in the South East Street area. And with that, I'd like to turn it over to the Planning Commission if you have any follow-on questions, anything about the conditions of approval or findings that we can address for you, and then receive public comment, as I mentioned earlier, having the applicant go first and last. And then if the Commission chooses to, to adopt a common-sense CEQA exemption and approve the project with findings and conditions of approval. Great. Thank you. Does anyone have any clarifying questions ? David, one of the conditions of approval requires a submitt al of a landscaping plan. Why was that, are there schematics that, like, is that going to be on the frontage, or what do we anticipate, where do we anticipate the landscaping going? Yeah, I think, you know, Kelsey had the majority of the conversations with the applicant before she, um, before she left us. And so if, if those conversations have included exactly where the landscaping would go, I, I haven't been a part of …

Thank you. more space and eliminates and alleviates some of those concerns that we have about shading. So giving a little bit wider public right-of-way, in fact, you know, accommodates some of the space that you need to have those taller buildings and not feel like you're completely closed in. And the other thing was that there's, you know, right now most sidewalks in the city of Arcata, you're lucky to have five feet, and many of them have a telephone pole right in the middle of them, so you got, if you're lucky, three feet of clear on the outside or inside of that telephone pole. What we're trying to do here is to make really nice public spaces, starting with the sidewalks. So just to kind of sum up this portion of it, the pedestrian realm as it's identified in the Gateway Code, which includes a landscape amenity. The street side would be on this side in this image. So landscape amenity going back from the curb, and those would have places to park your bikes, maybe some benches, some trees planted and that sort of thing. You'd have an eight-foot-wide sidewalk. And then the active frontage is intended to be used as, you know, kind of a flex space where, you know, the businesses might put tables and chairs to have, you know, customers sit and enjoy a beverage or whatever. Any questions about the easements that we're asking for at this stage? So we're not asking the applicant to build anything. We're just asking them to allow us to have space to build it in the future when we …
