Town Council

The Town Council will review the Fiscal Year 2023 proposed budget and the Fiscal Year 2021 audit report. The agenda also includes a public hearing on utility trailer zoning and several ordinance amendments regarding taxes and parking.

Board of Zoning Appeals

The Board of Zoning Appeals will hold public hearings regarding two variance requests. The first involves increasing the allowed building height at 325 Franklin Street to 54 feet. The second seeks permission for a carport in the side yard at 310 Orchard Avenue.

The Board of Zoning Appeals approved two variances unanimously. The first allowed an accessory carport in the side yard at 310 Orchard Avenue. The second allowed a building height of 54 feet at 325 Franklin Street, exceeding the 45-foot limit, despite the town manager's concern that variances should be rare.

Planning Commission

The Commission will hold public hearings for the proposed 5-Year Capital Improvement Plan and a zoning ordinance amendment regarding utility trailers. The meeting also includes the presentation of the 2021 Annual Report.

The Rocky Mount Planning Commission voted unanimously to table a proposed zoning ordinance amendment regarding utility trailers until further research is done. The commission also recommended Town Council approve the 5-Year Capital Improvement Plan as presented by staff. The meeting included no public comments on the capital plan, but two residents spoke against the utility trailer amendment.

Economic Development Authority

The Economic Development Authority will review previous meeting minutes and the current bank balance. The board will also discuss upcoming networking events and hold a closed session regarding real property acquisition or disposition.

Town Council

The Streets, Sidewalks & Streetlights Committee will discuss traffic patterns at 216 Old Franklin Turnpike and South Main Street. The meeting also includes discussions regarding parking on Franklin Street and Claiborne Avenue. Additionally, the committee will address damage to water meter antennas.

Town Council

Town Council

The Town Council will review departmental reports and approve the February 14, 2022, meeting minutes. The agenda includes the acquisition of a vacant lot at 20 Spring Street and resolutions for Tobacco Region Revitalization Commission and CDBG grants. A closed session is scheduled for personnel discussions and legal consultation.

The Rocky Mount Town Council approved the agenda, draft minutes, and consent agenda, which included acquiring a vacant lot at 20 Spring Street and resolutions for Tobacco Region Revitalization Commission and CDBG grants. The council also entered a closed session to discuss personnel and legal matters, with no action taken during the closed session. A citizen raised a mosquito concern about a neighboring business, but no decision was made on that issue.

Planning Commission

This meeting consists primarily of procedural items and a worksession for software training. The Commission will review the CivicClerk agenda software and approve minutes from January 4, 2022. No public hearings or new business are scheduled.

Town Council

The Rocky Mount Town Council will discuss several new business items including traffic and parking adjustments. The meeting also includes a continuing discussion regarding commercial vehicles and utility trailers in residential districts. Additionally, the council will address employee compensation and benefits.

The Rocky Mount Town Council approved a premium pay policy and raised the town employee pay scale by $1.50 per hour, both by 5-0 votes after a closed session. The council also approved two 5K race events, accepted a property transfer at 20 Spring Street to settle a lien, and accepted a $4,164 state grant for police overtime costs.

Economic Development Authority

The Rocky Mount Economic Development Authority met on January 25, 2022, and approved all items on the agenda, including the election of officers, the agenda, and prior meeting minutes. The board approved a quarterly accounting check of $116,869.47 to the Harvester Performance Center LLC and a rent check of $21,300.00 to the EDA. Staff updates on new local businesses were provided, and members discussed future collaboration with the Town Council.

Town Council

The Rocky Mount Town Council approved several items, including a $50,000 appropriation for sewer jet truck repairs and rental, and the purchase of a 2021 Ford Explorer for staff use for $30,077. They also approved the FY 2023 budget calendar, adopted legislative priorities for 2022, and accepted a state grant for police department improvements. All votes were unanimous except the vehicle purchase, which passed 5-1.
