The Economic Development Authority (EDA) of the Town of Rocky Mount, Virginia met
at the Rocky Mount Municipal Building on Tuesday, March 24, 2026, at 5:30 p.m.
ROLL CALL OF MEMBERS PRESENT
Board Members Present: Vice Chair Justin Muse, Kera Matthews, Melanie Wright at
5:32pm, Doug Guilliams, Bernice Cobbs, and J.T. Edwards
Board Members Absent: Ruth Cook

ELECTION OF OFFICERS
Mr. Pinard opened the floor for nominations for Chair. Member Bernice Cobbs made a
motion to elect Justin Muse as Chair. Hearing no further nominations, Mr. Pinard declared
nominations closed for Chair.

Second: Member J.T. Edwards
Action: The board members voted to elect Justin Muse as Chair
Chair Justin Muse opened the floor for nominations for Vice Chair. Chair Justin Muse
made a motion for Member Bernice Cobbs to be elected as Vice Chair. Hearing no further
nominations, Mr. Muse declared nominations closed for Vice Chair.
