An opening prayer was offered by Brian Hughes, followed by the Pledge of Allegiance. Public Comment: Rick Emery, Kokomo, addresses the council regarding a long-standing dispute involving the placement of trash receptacles across the street from his residence. Councilman Davis asked whether Mr. Emery had contacted the Street Department or the Mayors office. A procedural interruption occurred regarding speaking rights under the Open-Door Law. Clee Oliver, Kokomo, questioned whether individuals who did not speak at the current public hearing would be allowed to speak at the March 9, 2026 meeting. President Davis responded this evenings meeting constituted the public hearing on annexation.
