The regular meeting of the Kokomo Common Council was called to order on May 11, 2026. Pastor Dick

Call to Order
The regular meeting of the Kokomo Common Council was called to order by the Council
President.
An opening prayer was offered by Brian Hughes, followed by the Pledge of Allegiance.

Approval of minutes: Regular Meeting – February 9,2026
A motion was made and seconded to approve the Regular Meeting minutes of January 26.
Motion carried by voice vote.
Council Communications
No communications were received from Council members.
Public Comment: Rick Emery, Kokomo, addresses the council regarding a long-standing
dispute involving the placement of trash receptacles across the street from his residence.
Councilman Davis asked whether Mr. Emery had contacted the Street Department or the
Mayors office.
A procedural interruption occurred regarding speaking rights under the Open-Door Law.
Clee Oliver, Kokomo, questioned whether individuals who did not speak at the current
public hearing would be allowed to speak at the March 9, 2026 meeting.
President Davis responded this evenings meeting constituted the public hearing on
annexation. The Open-Door Law guarantees the right to attend and observe, but does not
guarantee the right to speak.

The Common Council will hold first readings on three ordinances: repealing the inactive Kokomo City Hall Citizen's Review Commission, adding no-parking zones on Imperial Drive, Gano Street, and Arnold Street, and setting speed limits on several roads including Briarwick Drive, Mund Drive, and Dixon Road. President Davis called the meeting to order at 4:00 P.M. After discussion of the potential transaction
regarding real estate, President Davis adjourned meeting at 4:45 p.m.

The Common Council of the City of Kokomo, Indiana met Monday January 26, 2026 at 6:00p.m. in the

Committee Reports:
Councilman Stephenson states City Council and Redevelopment Commission
formally established the BCG Economic Development Area, an approximately 11.51-
acre Tax Increment Finance (TIF) district located in the northwest side of Kokomo.
This action finalized a series of Resolutions adopted in late 2025 and early 2026
aimed at encouraging private investment and addressing a lack of public
improvements that could otherwise hinder development. The primary beneficiary is
proposing a 119-unit multifamily housing development by Brown Capitol Group
Contracts LLC, representing an estimated $45.7 million capital investment. The
project is intended to expand and diversify Kokomo’s housing stock by providing safe
and affordable housing and will be located near Northwest Park.
Communications: President Davis states all received the year end activity report and
the distribution of excess funds from the Kokomo Municipal Airport.
