Good evening and welcome to St. Charles Parish Council Meeting on Monday, August 10th, 2026 at 6pm in the Council Chambers in the Parish Courthouse. Please silence all electronic devices and remove all hats. This meeting is called to order with a prayer and a pledge of allegiance from Pastor Chris Housewright with the Grace Point Church in Destrehan. Let's pray. Father God, thank you for tonight. Lord, we pray as this meeting comes to order, Lord, we pray that you would be with the men and women that have been elected to serve our great parish. We pray for all the decisions and things that are done in this space. God, we're also excited and we pray for the two teams that are represented tonight, all their accomplishments. And Lord, we pray that you bless them and their families here tonight as well. God, I pray most of all that everything that is done and said in this space will bring you the most glory, God. We ask these things in the name of Jesus. Amen. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation , under God, indivisible, with liberty and justice for all. Thank you, Pastor Housewright. My apologies to everybody. I know we have a full house. We had a little bit of a delay from starting because some folks were having a quick bite to eat between a meeting that ended quite toward the end of its scheduled time. So we appreciate your patience. All right. Approval of minutes. Regular minutes, July 27th, 2026. …

Good evening and welcome to the Legislative Committee meeting on Monday, August 10, 2026 at 5 p.m. in the Council Chambers in the Parish Courth ouse. Please silence all electronic devices and remove all hats. This meeting is called to order with a silent prayer and the Pledge of Allegiance. I pledge allegiance to the flag of the United States of America and to the Republic for which it stands, one nation , under God, indivisible, with liberty and justice for all. All right, good evening. Matters before the committee, 2026 -0218, discussion regarding the St. Charles Parish Code of Ordinances relative to the regulations of motorized bicycles, motor-driven cycles, electric-assisted bicycles, electric scooters, and electric dirt bikes. Ms. Fonseca. Thank you, Mr. Chairman. Sheriff Schumpen had contacted me, I guess, at the end of May and let me know that he and his team were drafting this code and he asked me to sponsor it and I agreed. Over June and July, they worked really hard on this. We met last Monday to talk about just a few things to put finishing touches on it and were able to finally release it late last week. It's a topic that I feel is definitely needed in the code. It's absent currently. I also did take a look at other local jurisdictions and really didn't find much in the way of this type of code. So, I think it's also code that they feel that they can enforce. And with that, I think I'll turn it over to Sheriff Schumpen. I'm fine. Thank you, Councilman. Councilor H …

Welcome, everyone. This is the St. Charles Parish Planning Board of Commissioners meeting for August 6, 2026. If you would please silence all devices for the duration of the proceedings. And if you would remove hats, we will stand for the Pledge of Allegiance, a moment of silence followed by the Pledge of Allegiance. I pledge allegiance to the flag of the United States of America, and to the republic for which it stands, one nation, under God, indivisible, with liberty and justice for all. First item on the agenda is 2026-10-MIN, requested by PDJ Enterprises, LLC, for resubdivision of one lot into 3, 17, 292, LA 631, and the Zalman Zoning District, R1AM, Council District 4. The applicant requests resubdivision of lot 9B into lots 9B 1, 9B2, and 9B3. Proposed lots 9B1 and 9B2 meet the zoning regulations along with the geometric standards. Proposed lot 9B3 meets the minimum area, and the existing structure meets applicable setbacks. However, at only 25.63 feet wide, it does not meet the minimum width requirement of the R1AM zoning district, which is 50 feet. The applicant has requested a waiver from the width requirement, which the department does not object to. It should be noted that if approved, development of these lots via special exception use could allow for up to a total of 9 dwellings on these lots. The department does recommend approval. Thank you. Is the applicant present? Good evening, Louis. Off the mall appearing on behalf of the applicant. My address is 13919 Riv …

Thank you, Mr. Chairman. What you have before you is the sum total of work that started, I think, back in October of last year. It is updates to the definitions, updates to the actual working part of the zoning district, C2 and C3, as well as the supplementary regulations. What those are when you have a specific business, the rules for those types of commercial operations are listed in supplementary regs. So like any extraneous information that's specific to a use goes there. What my staf …

We pray for wisdom and discernment of those leaders as we seek to serve the people in this community with integrity. Let them be voices for those who have none, advocates for those in need and stewards of the resources that you have entrusted to them. Father, we lift up the vulnerable in this community, and may this council seek to provide ways for them, reflecting your heart, which is for the least of the interest that Jesus has taught us. Bless this meet …

Welcome everyone. This is the St. Charles Parish Planning Board of Commissioners meeting for July 9th, 2026. If everyone would please silence all devices for the duration of the session and remove all hats, we will stand for a moment of silence followed by the Pledge of Allegiance. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. The first item on the agenda is 2026-8-MIN requested by Mary Ann Bourgeois for re-subdivision of one lot into two, 206 4th Street in Luling, Zoning District R1A Council District 2. Do you wish to add anything? Okay, thank you. At this time, I'll open the public hearing for 2026-8-MIN. Anyone with questions or here to speak either for or against, if you'd please approach the podium? This is for 2026-8-MIN. Seeing none, we'll close the public hearing for 2026-8-MIN. Any questions from commissioners to either planning and zoning of the applicant? of a motion to consider 2026-8-MIN. Motion. Motion by Mr. Falls. Second by Price. And that motion passes unanimously. Next on the agenda, we have 2026-9-MIN requested by Deluxe Builders, LLC for re- subdivision …
