Thank you. I have no idea. Dr. Jones is upstairs. Good afternoon, everybody. Welcome to the Finance, Debt, and Budget Oversight Committee. We'll have a meeting, and the clerk will call the roll. Sorrento? Here. Driscoll? Here. Gaddis? Hobbs? Jones? Martinez? Two present. Thank you, Madam Clerk. Today we're going to begin with the Department of Public Controlies and an update on collections. Good afternoon, Director. Good afternoon, Councilman. I would first like to start with some of the items that were touched on in the last month's meeting. Chief Operating Officer Robeson reported during last month 's meeting, we have been working on a plan with what other municipalities have done and what the City of Toledo is able to do as far as irrigation meters and our deduct meters program. And next year we will do a larger campaign, but since we're starting to dwindle down for the year, we will let people know, but just know that next year …

Thank you. I will give people an opportunity to speak for 10 minutes. And then if there are other people who would like to come forward in support or against whatever has been stated, those people will receive three minutes to speak. I would ask that if you gave testimony last time that you focus your remarks on anything new or additional that you did not mention last time. Because I think it proves us to not repeat ourselves and to keep this discussion respectful and moving forward. And hopefully towards a conclusion by the end of this meeting. So with that said, I would ask the side. Oh, I'm sorry. Floyd. Here. Fosna. Here. Spittler. Here. Stuckey. Collins. Aikman. Williams. Thank you. Forum present. Okay. And when we were here a few weeks ago, I gave you a rundown of Sister's life and what she had done and what she meant to this community. She was a very kind, gentle woman. And one of her top jobs, I guess, she had here in Toledo, she was administrator of St. Charles Hospital in Toledo here. And she was also the director of nursing at Mercy School of Nursing. So she was very, very involved with Toledo and the area here. So for many years, Monsignor Jerome Schmidt was a very powerful and influential p …

Thank you. I call to order the zoning and planning committee meeting of June 17, 2026. Clerk, please call the roll. Morris. Here. Martinez. Driscoll. Gaddis. Hobbs. Here. Melden. Here. Sirantu. Williams. Seven present. I would like to recognize Councilwoman Gaddis and Adam Martinez as they were here. Before we begin, I would like to set a few parameters for today's meeting. As the chair of this committee, I want to ensure everyone has the opportunity to express their opinion and ideas. I will treat everyone with respect and I expect the same courtesy in return for all of the members who are on this day. We are all passionate about the work that we do and the positions that we hold, but with that in mind, we will conduct this meeting in a professional and respectable manner. So, for each of the committee, for each case before the committee, we will allow the applicant to present their proposal. We will then hear testimony from the public both in support and in opposition of the project. Individuals may also come forward to ask questions that will help them form their own position on the matter. So, public testimony will be limited to three minutes per speaker. And you'll see the timer. There's one there. There's one on the side here. And there's one over here. I would ask that all of the remarks remain pertinent to the exact case that we are discussing and that the speakers make every effort to stay within that allotted time. Driscoll? Here. Gaddis? Here. Hobbs? Jones? Comives? Here. Quorum present. Items 1 through 7 are from the Department of Public Ut ilities. Oh, President Williams? Thank you. I just wanted to introduce the mayor. We're going to move the mayor's legislation up top. Clerk, can you please adjust that and tell us the, what number is that, Clerk? Is it number 20 on our agenda? Yeah, it's number 20 on our agenda. So we're going to move that up so the mayor can present this piece of legislation. I just wanted to let you know also, there's a new version that was put in. It is in your folders. Thank you. I'll turn this over to Mayor Kapsakavich. You can have the floor. All right. Thank you very much, President Williams and Chair Kramer. Mayor Kapsakavich. The administration is here today to talk about an ordinance that is, that at least begins the conversation on how we can make our large gatherings a place where individuals can enjoy themselves and have fun, but also be safe. It is the first response to what happened at the old West End recently. But it does not have to be the only response. I felt it was important to begin the conversation. And at the table here, we have John Madigan from the law department, Chief Carl, the safety director, Austin Mack from my office to sort of talk about the logistics of what this ordinance does. But I just wanted to sort of give an overview, maybe a view from 10,000 feet about some of our thinking. We felt , first of all, this is not necessarily a …

Thank you. Good afternoon. This is a regularly scheduled meeting at the Toledo City Plan Commission. Ms. Cattrell, will you please call the roll? Rachel Momany? Here. Brandon Rakoff? Here. Eric Rosweiler? Here. I have a copy of the clerk of council's office and the lobby of one government center. A copy of that notice is available for inspections in our file in case anyone would care to do so. Thank you, Ms. Cattrell. Commissioner Whittington emailed me today. He has a family emergency, so he will not be joining us. I believe Commissioner Ball will still be joining us today. We have a procedure here at the Toledo City Plan Commission that if you plan on speak case or opposed any case, we must swear you in. So at the beginning of each case, I will ask the applicant to step forward to the lectern. We'll take your name, address, we will swear you in, and an applicant will have a period of five minutes to present their case. At that point, we'll open it up to audience questions or testimony. Any audience member will have one opportunity of testimony. And then once that is concluded, we will give the applicant some time for final remarks. Ms. Cattrell, do we have any minutes to approve? We have the minutes from March 12th and May 14th, 2026. I will accept the motion on those minutes. I'll take the motion with them together. And let the record reflect that Mr. Commissioner Ball has joined us. Ball will make a motion to approve. I'll second it. We have a first and a second to approv …

Five present. Also present, Councilwoman Dr. Jones. Thank you. First call of our Criminal Justice Coordinating Council Crisis Response Team update. Thank you for being here. Can you hear me? Okay. My name is Annie Minton. Hi, everybody. And I'm Lieutenant Kelly Russell with the Crisis Inter vention Team Coordinator for the Tudel Police Department. And I am the Behavioral Health Criminal Justice Coordinator at the Criminal Justice Coordinating Council. And we are here today to present on our Tudel Corresponder Program. I apologize to everyone in attendance. I didn't have slides done in time that we could put them on the big screen. But all of you should be able to follow along with the packet in front of you. But we're going to go pretty surface level, so you should all be able to follow along even though you can't see the slides. So the co-responder has really been developed as a result of community need. So in 2022, Toledo Police Department reported 611 incidents , evolving 632 individuals that required the use of force from officers. Also beginning in 2022, Toledo Police Department began collecting data to track if an officer perceived an individual was experiencing suspected mental health issues. So of these 611 incidents, evolving 632 individuals that required the use of force from officers, 130 or 21% were suspected to have mental health issues. So this means that more than one of five cases that required the use of force from officers involved an individual with suspect …
