Good morning. Let's call this meeting to order. Is there any public comment agency and uh Shane Smith wanted me to come talk to you. We have an agreement with Kuia Delta that's going to go before their board early August and he wanted to talk to you about that himself, but he's got a Stapleton concert, so he couldn't make it today. Um, so we all have priorities. Um, so, uh, we just wanted to talk to you briefly during this period and maybe even come back to you next time. Uh, wouldn't have time to talk to you before the agreement goes into place. Um just a little bit of background and then I'll let my associate here Emily talk to you a little bit more about the ordinance update we're doing to the flood control ordinance as well. So about a year ago uh project in goan was going forward to a final map and uh done most of the construction and then uh they found out there wasn't quite the setback they wanted for access for an actually one of our easements which Kuia Delta is maintaining. Um so we found out there's no agreement in place throughout the county with Kawia Delta on how those things are to be maintained. Uh so that's the starting point of why we started this agreement. But we also do not typically I mean we have the tenative map process where we do interact with the irrigation districts but by the time the final map is done those conditions are in place and no more interaction is really required at that point. Um this agreement does spell out the communication levels t [Excerpt truncated on this listing page; use the official record for the full text.]

So we um I requested this item be placed on the agenda because we're in a pretty serious situation with the state's primary drinking water program, which is known as safer, the safe and affordable fund for equity and resilience. We've had it since 2019. So, it's been around for a few years now and it's done a great deal of good. The Board will hold two public hearings, one to adopt the findings of the Resource Management Agency and approve Tentative Subdivision Tract Map No. TSM 25‑004, which would subdivide 40.5 acres into eight parcels north of Avenue 177 near Porterville. The consent calendar includes routine actions such as appointing Jessica Gocke to the Agricultural Advisory Committee, exempting the Orosi Library Remodel Project from CEQA, and approving related bid procedures.
