culvert replacement project over Sevenmile Stream. While the initial 2024 federal grant
application was not awarded due to a nationwide cancellation of funds by the Federal

David motioned to approve the May 2026 meeting minutes and Jane seconded, all
voted in favor.

Bog Road Cemetery
Minutes:
The Cemetery Committee received an email from the landowner of the house and
property near the Bog Road Cemetery. He is serious about wanting to care for the
cemetery himself. The committee is generally supportive of turning over care to him,
but a legal agreement needs to be in place first. The committee also wants to make
sure any descendants of those buried in the cemetery are okay with this course of
action. We need a legal agreement that will ensure the landowner will take care of the
cemetery, including the veterans’ graves, and if at any point they are no longer willing
or able to do so, care will go back to the town. No one has a clear deed to the
cemetery currently. It seems likely that sometime around 2009-2011 when the latest
version of the Cemetery Committee formed that the group looked for cemeteries
around town that were not being taken care of and simply assumed responsibility for
them. Jane plans to go to the Vassalboro Historical Society to see if she can learn more

David motioned to approve the April 2026 meeting minutes, Jane seconded and all

Discussion of history of the Lang-Osborne Cemetery with landowner Susan Blount
Minutes:
Susan Blount attended the meeting to talk about the history of the Lang-Osborne
Cemetery. She owns the land around the cemetery. She has done some research on
the cemetery at the Vassalboro Historical Society and looked at some deeds. She
found some letters that mentioned the cemetery. It seems that Ann and John D. Lang
started the cemetery in the late 1840s. The earliest burial dates to 1849. Ann also put in
her will that there should always be an access road to the cemetery. Jody asked if she
could drive a vehicle down to the cemetery to fix stones, and Susan was okay with it as
long as the ground was not too soggy. Susan also reported that there have been recent
burials in the cemetery. Committee members requested that she let us know when new
markers are placed and when they plan any burials there in the future.

Public Hearing – Proposed Amendment to Floodplain Ordinance
Minutes:
C. French motioned to enter the public hearing, seconded by R. Denico. The Town
Manager noted the proposed updated standards, which will be voted on the floor at the
annual Town Meeting on June 1. Proposed changes include: New Elevation
Requirements: All new or substantially improved residential and non-residential
structures in Zone AE must now have their lowest floor elevated to at least one foot
above the base flood elevation. In Zone A, where no base data exists, they must be at
least two feet above the highest adjacent grade. Expanded Utility Protections: All
electrical, heating, plumbing, and HVAC systems must now be elevated to at least one
foot above the base flood elevation to prevent water accumulation within the

The Select Board tabled three cannabis business license applications (Barnett, Poupis, Dorsey) until June 11, pending inspections and code compliance. Minutes:
Cannabis Business License – Barnett – Old Meadows Rd. - L. Barnett explained that
since he last met with the selectboard, exit and emergency lights have been hardwired
and installed. Smoke detectors have been inspected and certified. He said that some of
the cannabis waste has been removed and he thinks we is all set. Regarding the
question about whether the business has sufficient bathrooms, the applicant said that
he will meet with the Maine Plumbing Board on May 11. Extension cords have been
removed, the applicant said. As for the Knox Box that the Fire Chief has directed to
