Okay, so Trustee Reuben? Yes. Trustee Hallwax? Yes. Trustee Maylopoulos? Yes. Okay, we're all here. I can just field the read if anyone wants to make a public comment, but otherwise we will skip it seeing none. Okay. Consider ation of the minutes. Anyone want to make any comments? Otherwise, can I get a motion approved? Second. All in favor, say aye. It's approved. And what's that? It's 33. We'll start with you this evening. I'm going to review our July Treasurer's Report. Just a note, I think this is kind of an unadjected month, so we'll go through this pretty quickly. So we'll go through the Treasurer's Report. Director Sarno will review our community investment program. Director Larson will go through the financial forecast assumptions. And then Director Lockhart will go through the discussion and review of the public safety staff. To start us off, this is the seventh month of the year. We should be about 58.3% of our budget. With property taxes, we are more than prior year by $2.4 million, and 65.6% of budget. We're moving the second installment tax receipts, the pre- back to 2025. We're still more than prior year by $229,000, so that 49.6% of budget, which is right on target. There is a two-month delay for second installment bills to be sent out. And we were notified earlier this month that as of August 3rd, the County Clerk's Office has finished calculating the tax year 2025 extension of the tax rates. And now the Clerk has turned the file over to the Treasurer's Office …

Meeting door. Trustee Rubin. Yes. Trustee Holwax. Here. And Trustee Mealopoulos. Yes. All right. Just for the record, Trustee Holwax is joining remotely in accordance with the village's remote meeting policy, but we have an in-person quorum, so we're good. All right. So Joe is allowed to vote because... Correct. He is in accordance with the policy. He's traveling for work. Thank you for joining us. And thanks, everybody, for being here. Appreciate it. All right. So this is the part of the meeting where anybody wants to make a comment. Now is the time. Seeing none, we'll go on. We get a motion about our minutes, either comments, or a motion to approve. Motion to approve. Second. And all in favor? Aye. The minutes are adopted. Thank you. Which brings us to our review of our monthly financials. Please. Thank you, Trustee. Tonight, we're going to be reviewing our June treasurer's report and go over the fund highlights. We'll also be going through the Community Investment Program updates, as we usually do. And then we also have a review of the 2026-led Service Line Talk Care Program update. That'll be part of the CIP update. And then a discussion and review of the village of clinical financial policies. Just two things to note and bring to your attention before I go through my presentation. We are not live streaming this meeting tonight, but the video recording will be available on the Village and YouTube channel pursuant to Village Board's adopted public comment rules. At the appropriate time, all comments related to the agenda item will be presented to three minutes, and I'll notify the speaker when time is up. Before we start, I have one comment for the benefit of people who are watching us chow down food. The Village Board is here for the duration because we have a second meeting, so I apologize. Hey, Trustee Rubin. Yep. Trustee Hall-Lax is absent. Trustee Maylopoulos. We have a forum. All right. Very quickly, looking around, if anybody wants to say anything in public comment, that would be the time. But then I have to read all one spiel. I see no one in the beginning they want to do so. So comments. It's done. And at this point, rather than going through considering that, why don't we just skip right to the regular business? If we don't mind, then we'll let folks make their presentations. And then we'll go back to the rest of our normal. With that, if we could talk about the annual, the draft annual comprehensive financial report and management report . We have a quick intro, but we've already noticed we have Jamie Wilkie from Waterbuck and Eamon. We have a tiny indoor district with Foster and Foster. So we'll be doing presentations this evening. We're going to tell you to just do a quick breakdown of how we got here. That means us here to this week. So we start our planning with Waterbuck and Eamon and their staff. This year we started on January 9th. This is just our preliminary call where we work for the times I use them when we're going to meet, documents that are going to be needed to get us ahead of the game. Preliminary field work was the week of January 26th. This is where a lot of our bucketing when we come to on site and they make sure that everything is to par. Sometimes they do some interviews of different staff to make sure general controls are being fol …

This is the Thursday, April 16th, 2026, regular Glencoe Village Board Meeting. I'd like to call the meeting to order. Let's have a roll call, please. Trustee Halwax. Here. Trustee Mealopoulos. Trustee Anderdonk. Here. Trustee Rosenblatt. Here. Trustee Rubin. Here. Trustee Scott. Here. And President Rowan. Here. So we have a quorum. We're all here. We are live streaming the meeting on the Village's website tonight, and the video recording will be available on the Village's YouTube channel. First item on the agenda is consideration of minutes. The minutes for the Committee of the Whole on March 19th, the regular Village Board Meeting on March 19th, and the closed session on February 19th, 2026, have all been circulated and reviewed by the board. The public minutes have been published online. Unless there are questions or comments, is there a motion to approve the minutes? So moved. Second. It's been moved and seconded. We'll have a voice vote. All in favor? Aye. Anyone opposed? Okay. The minutes are approved. Before we get to the next item, I want to move up the Glen coe award winners recognition in the interest of not torturing the award winners by making them listen to the rest of this. So if we could do that. We certainly can. And thank you, President Rowan. This is typically part of the Village Manager's report. Just a reminder on what the Glencoe award is. This was launched last year by our human resources team to recognize employees who showcase the village's core values. …

I want to be sensitive to everybody's time, so thank you all for coming. We could have a little call, please. Trustee Rubin? Yes. Trustee Hallweiss? Trustee Meilopoulos? All right. So here we go. At this time, anyone care to make a public comment? Seeing and hearing none, we move on to consideration of minutes. Anybody have a comment? If not, if I can get emotional approval. All those in favor? Aye. That passes, which brings us to Margaret. Thank you. So this evening, we're going to go through our March Tremb lay report with all of our usual items. We can move ahead to the next slide. So let's start off with the property taxes. So on your financial reports, we have with the $2.1 million that was for 2025, the second installment, the prior year is less by $919,000, which would put us at 36.6% of budget. But backing out those, where we're really at is less than prior by $3.1 million, which is about 20.6% of our budget. The disbursements in February and March, we still are waiting for the Cook County portal to be updated. We still do not have reports to dictate exactly what years those are going to. But I did want to note that in the beginning of April, which will be on next month's financial report, we have received some larger disbursements, we believe, are the first installments for 26. And that's equalling to about $3.96 million across to all of the police pension general and debt and fire funds. So net net, we're going to be close to budget. Yes, correct. We budgeted $6.4 m …

We are live streaming this meeting on the village's website tonight and the video recording will be available on our YouTube channel. First item on the agenda is consideration of minutes. We've circulated minutes for the committee of the whole meeting, board of trustees on February 19th, the regular village board meeting on February 19th, and the closed session minutes. Those were not circulated for January 15th, 2026. Unless there are comments, is there a motion to approve the minutes? Second. It's been moved and seconded. All in favor? Aye. The minutes are approved. The next item on the agenda is public comment. I've looked around the room, and I actually see virtually no civilians. In the interest of not getting in trouble with our lawyer who is sitting next to me, public comment time is when we allow members of the public to address the village board on a topic within our purview and jurisdiction, but not listed in another location on the agenda. If you want to talk about a matter that is listed on the agenda, we ask that you wait until the agenda item is called, and we'll give you an opportunity to speak then. If your matter is on the consent agenda, please let us know if you want to talk about that, and we'll remove it from the consent agenda. Anyone who wants to talk should fill out a written speaker form located in the back of the room and submit it to the village manager. Pursuant to our public comment rules, because we have a regular bill of board meeting immediately after this meeting, we're not going to have a public comment on that agenda item. The regular meeting is at 7 o'clock. If you have a comment on an agenda item, then we'll ask you to make that comment at the time the agenda item happens. And all comments are limited to three minutes, and we'll notify the speaker when the time is open. The first item on the agenda is the discussion of the Pres ervation Commission recommendations regarding enhanced preservation incentives. I'll ask our Preservation Committee Chair, Peter Van Vekken , and our Assistant Village Manager, Adam Ball, to present. Welcome, Peter. Yeah, it's always welcome. Take it away, guys. Thank you. Good evening. I wanted to start at a high level for just a moment. This was in an article this past Monday in the New York Times, and it's a little bit paraphrased, but it gets at the heart of why are we here tonight on this discussion. The part closed. Thank you all for being here. One piece. Can we start with the roll call, please? Trustee Rubin. Yes. Trustee Halwax. Yes. Trustee Meilopoulos is absent, but we have a quorum. All right. And with that, if anyone would like to make a public comment, read the spiel. We have Matt. Hang around. We're good. Can I get a motion to approve the minutes? Or did you have any comments or questions about it? I'll make a motion to approve the minutes. I will second it. And all in favor say? Aye. Done. Brings us to the monthly financials. Thank you so much. So tonight I'm going to review our February Treasurer's Report. I'm going to review and review the program. And then we're going to review and have a discussion about the possible local impact fees. So first starting off with our general fund, our property taxes are less than prior year by $295,000. And it's 16.8% of budget. That is including the January tax reimbursement that was for 2025 tax levy 24. Without those, I don't have it on the slide, but that means we're at a deficit of $2.4 million and we're only at 0.8% of our budget for property taxes. In the first couple of weeks of March, have there been any slugs of cash coming in from the county? Yes. So getting right to there on my last bullet point. We had a February disbursement. The county has not updated the portal to define if it's for the 26th year or 25 year. But then in March, we got disbursements that are clear that they say they're for 25 tax levy 24 and pr …
