OF THE MAYOR & COUNCIL OF THE BOROUGH OF WALDWICK
HELD ON TUESDAY, JULY 14, 2026 AT 7:30 PM
Mayor Giordano called the meeting to order and read the Statement of Compliance.
Mayor Giordano asked for a roll call. Present on roll call: Mayor Giordano, Mr. Brennecke, Ms. Cericola-
Drake, Mr. Martinello, and Mr. Ritchie. Ms. Smith and Ms. Wingate were absent.
Also present: Tatiana Marquis, Borough Administrator; Kelley Halewicz, Municipal Clerk, Craig Bossong,
Municipal Attorney and Redevelopment Attorney Anna Monforth.
Mayor Giordano asked everyone to join in the Pledge of Allegiance, remain standing for a moment of
silence honoring our Veterans and to remain standing for the prayer.
PROCLAMATIONS & PRESENTATIONS
a. Recognition of Special Olympics Athlete Emily Tamburro
Mayor Giordano recognized resident Emily Tamburro for earning a bronze medal at the United States
Special Olympics National Games in Minneapolis, Minnesota.
Emily is a lifelong Waldwick resident, a graduate of Waldwick High School, and attended Bergen
Community College, where she earned her bachelor's degree. She has participated in Special Olympics
since the age of eight, competing in a variety of sports.
Most recently, she played tennis, earning gold medals in singles and doubles at the State Summer
Games. Those victories earned her a spot on Team New Jersey, which represents the state at the

Mayor Giordano called the meeting to order and read the Statement of Compliance.
Mayor Giordano asked for a roll call. Present on roll call: Mayor Giordano, Mr. Brennecke, Ms. Cericola-
Drake, Mr. Martinello, Mr. Ritchie (via phone), Ms. Smith and Ms. Wingate.
Also present: Tatiana Marquis, Borough Administrator, Kelley Halewicz, Municipal Clerk and Craig
Bossong, Municipal Attorney.
Mayor Giordano asked everyone to join in the Pledge of Allegiance, remain standing for a moment of
silence honoring our Veterans and to remain standing for the prayer.

MUNICIPAL BUDGET UPDATE
Mr. Martinello shared that he would like to provide a budget update at each Council meeting, including
the status of the municipal budget, pending grants, and contracts up for renewal, giving Council the
opportunity to ask questions and provide input.
To date, the Borough has expended 35% of the water budget and 47% of the municipal budget. He noted
that some budget lines have not yet been expended because certain payments, such as bond obligations,
are not yet due.
Mr. Martinello reported that the Borough received approval for a $700,000 matching grant for the
purchase of 197 Wyckoff Avenue, pending final congressional approval. He recognized Mrs. Halewicz for

Mayor’s Report.
Mayor Giordano thanked the Council members who attended the Memorial Day ceremony and the
Waldwick Public Library's 250th Anniversary presentation featuring George Washington and the
Revolutionary War.
He thanked Chuck Wanamaker for another successful car show.
Mayor Giordano announced he will be attending the ECLC High School graduation ceremony in Ho-Ho-
Kus.
The first summer concert featuring Blues Chambers, a Waldwick resident, will take place on Wednesday,
weather permitting.
Mayor Giordano advised that beginning next month, members of the Governing Body will wear their blue
shirts at meetings.

union salary ordinance this evening and implements what was included in the budget for same. There are
a couple of grants included on the agenda with regards to infrastructure.

Mrs. Halewicz advised that the Teams meeting was unavailable due to an ongoing sound issue. The
Borough is working with IT to work on a long-term solution. She also noted that the microphone
malfunctioned at the previous meeting and has since been replaced. She reminded the Mayor and Council
to speak directly into their microphones to ensure the public can hear their comments.

a. Public Hearing on the Request for Scope Change for the 2022 Open Space Trust Fund Award
($127,995) to Resurface and ADA-related Improvements of Park Pathways and Parking Areas at
Municipal Pool and Borough Park
Mrs. Halewicz explained that the Borough was awarded $127,995 for Brookview Park in 2022. The
Borough would like to repurpose this award for Improvements at the Waldwick Pool and Borough
Park. We believe this change yields a higher residential benefit.
Mayor Giordano asked if anyone from the Council had any questions. No questions were asked.

a. H2M – Water Quality Report Findings and Recommendations
Karen Benson and Patrick Cole, H2M provided an overview of the findings and recommendations from
the Borough’s water quality report.
Ms. Benson explained that their work started in January and continued until summer, with the first
presentation taking place in July. H2M continued to gather data from the system and identified water
quality issues along with recommendations and alternatives. This brought the project to the end of 2025
and into early 2026, leading to the current presentation.
Mr. Cole gave a slideshow presentation outlining the system, its issues, and ways to address them. He
explained that H2M reviewed the water quality and developed recommendations to resolve the
Borough’s water.

2026 Municipal Budget Discussion
Mrs. Marquis and Mrs. Ennis provided an overview of the proposed 2026 Operating Budget.
Mr. Martinello reported that there are little differences between the 2025 and 2026 appropriation line
items. The most significant change is an increase in police salaries, which are under contract negotiations.
The second notable increase is in the health insurance line item. Mrs. Ennis identified that the employee
health line is an additional area of increase.
Mrs. Marquis provided the governing body with a 2026 budget overview and analysis sheet to explain the
details. She also distributed a handout outlining the 2026 comparative schedule of tax rate …

Julia M. shared she is excited to make fairy houses as she feels it will be a fun project.
Natalie B. feels excited to bring joy to children who see the fairy houses. She added that it will benefit
because everyone needs happiness in their lives.
Lara A. is also excited about building fairy houses.
Shanna Anderson clarified the troop is working on a bronze award. To obtain this they must identify an

The meeting took place virtually.
In attendance: Regina, Jim, Tommy, MaryBeth, Deb, Michele Weber & Council Liaison: Angela Smith.
2026 Committee Slate:
Effective immediately, Michele Weber was enthusiastically chosen as Chair of the WAFA Committee. Welcome, Michele!
Angela Smith becomes Council liaison (As Councilwoman, she cannot also be a committee member.)
All other members remain.
Cristina will remain as Lead Secretary and Deb will stay on committee as minutes secretary.
Old Business:
Memorial Day parade: Details TBD. Need participants to walk. Deb has banner and Michele needs a WAFA T-shirt.
In Chant’s absence for tonight’s meeting, we will re-visit his ideas from the December meeting when we reconvene.
Parks: Emmett, S. Fisher:
• Emmett: Jim intends to go in person to see the lay of the land/accessibility. Hidden jewel that we look at.
• S. Fisher: Follow ups for guard rail cut-out & uneven platform
Crosswalk push button changes: Jim working with Tatiana re: changes needing budgetary input 1st, then county approvals.

Vice-Chair will be made at the next meeting.

Brian Morris from Phoenix Advisors provided a brief overview of PILOT programs.
Phoenix Advisors are financial consultants working with entities across the State on financial concerns
such as PILOTS. The numbers presented are samples and not tied to any specific project.
A PILOT is a tax abatement tool that is used in the Borough’s redevelopment tool kit to spur economic
growth and complete projects that would not be financeable.
They may not be financeable due to high-interest rate environment and rents are not as high as needed
to support the costs. Additionally, construction costs may be high.

One is General budget, which covers our day-to-day operations, salaries and operational costs. Then we
have the Capital budget which is our infrastructure projects, roads, buildings, vehicles and equipment,

The Formal Session of the Waldwick Planning Board was held on Wednesday,
February 4, 2026 at 7:30 p.m. and was called to order by Chair, Adele Badalamenti, who made
the announcement of adequate notice of all meetings.

Council Meetings
Council to vote on $100K grant for park path resurfacing
The Waldwick Mayor and Council will hold a regular and budget meeting on January 27, 2026. They will vote on a consent agenda that includes a grant application for up to $100,000 to resurface walking paths at Veteran's Park, Waldwick Municipal Pool, and Borough Park, and to improve parking lots. The council will also introduce an ordinance to change parking time limits on West Prospect Street and discuss the 2026 municipal budget.

MINUTES FOR THE REGULAR MEETING
OF THE MAYOR & COUNCIL OF THE BOROUGH OF WALDWICK
HELD ON TUESDAY, JANUARY 27, 2026 AT 6:30 PM
Mayor Giordano called the meeting to order and read the Statement of Compliance.
Mayor Giordano asked for a roll call. Present on roll call: Mayor Giordano, Mr. Brennecke, Ms. Cericola-
Drake, Mr. Martinello, Mr. Ritchie, Ms. Smith and Ms. Wingate.
Also present: Tatiana Marquis, Borough Administrator; Kelley Halewicz, Municipal Clerk and Craig
Bossong, Municipal Attorney (arrived at 7:05 pm).
Mayor Giordano asked everyone to join in the Pledge of Allegiance, remain standing for a moment of
silence honoring our Veterans and to remain standing for the prayer.

Mayor Giordano went to the podium to present the 2025 Citizen of the Year Award.
At our Re-org meeting at the beginning of January, we started a new tradition, and I would like to continue
with it. Everyone that is in the room, look to your left and to your right, in front of you and back of you,
and say hello to your neighbor.
Tonight, we are here to give the 2025 Citizen of the Year award out. The 2025 Citizen of the Year was born
in Manhattan and lived in Flushing, New York, until his family moved to Waldwick in 1976. After graduating
from Waldwick High School, he went to William Paterson in Wayne, New Jersey, then to Chuck Institute
