current access to the road system.
o Mr. Stanmeyer said that the BOS had recently discussed changes to well and septic
setbacks in a large area of upcoming new development adjacent to the High Top
area. This was a concern discussed in previous SFSDAC meetings due to the
anticipated increase in road traffic since the area to be developed could only be

Call to Order: Ms. Lawson called the meeting to order at 2:00 pm.
Adoption of Agenda: Motion made by Ms. Kelly and seconded by Ms. Shirley to approve the
agenda. All in favor. Motion approved
Approval March 17, 2026, Minutes: Motion made by Mr. Kuzmick to approve the meeting
minutes and seconded by Ms. Shirley. Ms. Cullers abstained, all others in favor. Motion

Financial Report: Ms. Scott provided the financial report detailing year over year costs and the
remaining balance in the local portion of the budget. Ms. Scott reported she did not believe we
would need to request additional local funding for FY26 but that an increase to the state portion
of the budget would be needed. Ms. Shirley asked for clarification as the projection report
provided by Ms. Clark showed that CSA was projected to be over budget locally by

$100 of assessed value.
There were no comments from the public or Board and the hearing was then closed.
On a motion by Mr. Carter, seconded by Mr. Henry, and the following vote, the Board set the Manufactured Homes
Tax Rate be set at $0.569 per $100 of assessed value.

April 22, 2026
The meeting was called to order at 10:30 am, April 22, 2026. Electoral Board members present were Marilyn
King, Chair, Marc Nelson, Vice-Chair, and Lee Bowen, Secretary, Matthew Reisinger, Director of Elections
and General Registrar, was also in attendance.
The Electoral Board presented Matthew Reisinger, General Registrar, with the provisional ballots that needed to
be researched and requested the General Registrar provide information on whether they were qualified. The
provisional portion of the meeting was adjourned until Monday, April 27, 2026, at 1:00pm to allow time for
ELECT to run the post-election provisional duplicate report. The board continued with the Canvass of the
election. The board adjourned at 11:36am and reconvened at 12:45pm. The board having completed the
Canvass of the Election Day results adjourned at 1:00pm until Monday, April 27, 2026, at 1:00pm.
The Electoral Board reconvened on Monday, April 27, 2026, at 1:10pm. The motion was then made, and the
board entered a closed session to review qualifying information provided by the General Registrar for the

Adoption of Agenda:
On a motion by Mr. Bowen, seconded by Ms. King, the Board approved the meeting agenda as presented.
Motion passed 3-0.
Approval of Minutes:
A motion was made by Mr. Bowen and seconded by Mr. Nelson; the Board approved the previous meeting
minutes of January 7, 2026. Motion passed 3-0.
Staff Report:
The General Registrar provided a staff report to the Board. Preparations for the April Special Election are
continuing. The General Registrar also provided a demonstration of the new poll worker portal.

Mr. Christensen introduced Ms. Barnes and welcomed her to the Advisory Committee. Mr.
Christensen then nominated Ms. Barnes to be the SFADAC Secretary, which she accepted.
Mr. Christensen made a motion to elect Ms. Barnes to the office of Secretary. Second by
Mr. Tabor, all in favor, Ms. Barnes was elected to serve as Secretary.

Town/County Liaison Committee
Potential increase in residential solid waste tipping fees for Front Royal
The Town/County Liaison Committee will discuss whether the Town's residential solid waste tipping fee will be raised for FY27 after the County began charging the fee on July 1, 2024. Summary: Tourism has been an item on multiple liaison meeting agendas in the past. The Town is interested in
collaborating with the County on joint marketing material that can have a great impact as combined effort. Currently, the
Town has a director managing tourism and the Visitor’s Center which is completely funded by the Town of Front Royal.
This includes promoting tourism in both the Town & County areas. The County has been hosting monthly tourism meetings
to discuss ideas which are attended by Town representatives. With a renewed effort to work together our community can
benefit from a greater emphasis on tourism with a collaboration of planning and finances. Is there interest by the Town &
County to identify ways to collaborate once again on a joint tourism program to promote our community as a destination?
3. Tipping Fees Update - Town
Summary: On July 1, 2024, the County began charging the Town residents tipping fees for residential solid waste
transported by the Town of Front Royal. This unforeseen increase created a financial impact on the Town and its residents.

BERT Mr. Sean ROE Mr. Frederik van WEEZENDONK Representing Warren County: Mr. John STANMEYER Representing the Front Royal-Warren County Airport Mr. Mike BERRY Mr. Jacob SNIDER The meeting was called to order by Chairman KOSUBINSKY at 7:00pm On a motion by ROE and BERT, the meeting Agenda was adopted. On a motion by BERT and ROE, the September 10, 2025 Meeting Minutes were approved. Commission / Committee Reports KOSUBINSKY about the current Rules and Regulations that were approved by the Board of Supervisors on September 16, 2025. These Rules and Regulations supersede any previous printed and/or published version(s). He went on to say that he and BERT are currently reviewing each section and will update the Rules as needed as operations at the airport change. Those changes will then be sent to the County for approval. The Rules and Regulations are currently published on the County website. BERT reminded all that in addition to the Rules and Regulations, all meeting minutes and agendas are also published on the County website. BERT asked BERRY if the County planned to print copies for distribution. It was decided that electronic copies already distributed to tenants will suffice.
