Present: Council President Chamberlin (Chair), Councilor Hite, Councilor Heising, Law Director, Tom McWatters, Finance Director, Jamie Giguere, Fire Chief Kessler, Police Chief Chittenden, Director of Public Service, Austin Abbott, and Clerk, Brandi Galbraith Council President Chamberlin called the Finance Committee Meeting to order at 7:45 am Matter: Lawnmower/Snowblower for the Water Reclamation Plant Public Service Director Austin Abbott presented quotes from TRULAND Equipment for a Lawnmower and Snowblower. The current equipment was used and from 2012, the floor is rotted, there were flashing put down to stop exhaust from flowing into the cab, but it is no longer working and is also a safety hazard. The new equipment will serve the purpose of being functional for the next 10-15 years. TRULAND is giving $7000 at trade-in value. Council President Chamberlin asked what is the plan to pay for the equipment? Jamie stated that there will need to be a budget amendment for this line item and it will come from capital accounts. She would like to increase the budget for the total cost after purchase from the Water Reclamation fund. Austin presented examples of capital improvements with proposed rate increases. At 0%- 10% the cash position will decline in 2030, and at the proposed increase of 25% the cash position remains above. Nearby City Rate Comparison Austin presented a comparison with Delta, Swanton, Archbold, Napoleon, and Defiance rates based on 1” service line and within city limits. *Please see table Residential Water Rates Schedule Jamine presented the residential water rates schedule that estimates the next 5 years based off the 25% water increase rate. 80% of household residential users are between 0-5 so the monthly increase in January 2027 would be $10.37. ROLL CALL The Clerk of Council took roll, present were Council President Chamberlin, Councilor Tijerina, Councilor Galbraith, Councilor Simon, Councilor Heising and Councilor Hite. With six members present constituting a quorum. Staff present were Director of Public Service Austin Abbott, Director of Finance, Jamie Guigere, and Director of Law Tom McWatters. The Utility Committee decided to wait and see reports from the American Pump repair and Services. There were no recommendations at this time.
