A Regular City Council Meeting was held on June 22, 2026 at 6:00 PM in the Council

President Steven F. Spina, Ph.D., called the meeting to order at 6:07 PM
Roll call was taken. Present were members Lance Smith, Charles Proctor, Jodi Wilkeson and
Steven Spina. City Manager William Poe and City Attorney Matthew Maggard were also present.
Kenneth Burgess and Mayor Melonie Bahr Monson were not present.
Staff present: Chief of Police Derek Brewer, IT Director Mike Panak, Airport Manager Nathan

Alan Knight, 5649 Beech Street, spoke from the floor regarding an irrigation system leak he
experienced. Mr. Knight reported that Staff worked with him on the billing but was not pleased he
was not notified. Staff reported the computers are not able to catch all the leaks.

The discussion was led by Planning Director-Rodney Corriveau. He touched
base that the first item was pulled due to staff requiring more time to review
the ordinance and have it correct to avoid any mistakes. He gave a quick
introduction on his past he came from Maine. Mentions of him traveling to
Tampa around 1990’s. He recognized that this is best time to capitalize on the
next steps to make Zephyrhills better and improve the community. Also made
comments that of his goals of getting the Industrial corridor traffic
requirements up to the standards. Primary objectives into make sure we have
a fine balance between sense of place and making sure that were the best
community that we can be.

Chair Nakowa Ryals introduced Elizabeth Light. Elizabeth is currently in the 9th grade. She practices sports for
physical activity multiple days a week and participates in academic study groups. Elizabeth is also a member of
the Junior National Honor Society. Each Youth Council member and mentor welcomed her and introduced
themselves as well.

1.1 Code of Conduct Draft: Chair Nakowa reviewed the draft of the Code of Conduct. A discussion
followed and a final draft will be provided at the next meeting.
1.2 Current Project: Vaping and E-cigarettes: The Youth Council discussed the skit they presented at
Tallahassee in January. The goal is to re-create a new skit to be recorded. Brody Bishop suggested

This item was introduced by William McCaw, Historic Preservation Planner. This
item has been heard at the two previous Historic Preservation Board meetings.
The applicant needed to find a contractor that was able to do wood frame
windows. The new proposal includes wood frame windows that match the
current design standards and the original wood frame windows on the
property. They are only replacing the windows facing the primary street with
wood frame windows. The 2 windows that were not facing 8th street are going
to be aluminum. The applicants weren’t present but will be there Monday night
when it goes to City Council. The overall cost is $8,700 and the applicant
request for a historic facade grant in conjunction with the certificate of

the accessory will be placed was presented. Comments by William McCaw
Historic Preservation Specialist & Planner were; the area in the back
is heavily wooded and won’t be visible by any neighbors. The original design of
the garage was downsized. The new size will be 840 sf. It's going to be a metal
frame structure with hardy sideboard cladding to match the CRA
standards. It's 6 foot setbacks from the alley, which is the existing setback of
the structure that's there, so that's planned to maintain the same, and then 15

The minutes were motioned for approval with the conditions of a
typo being corrected.

2.2 Proposed Amendment to the City of Zephyrhills Comprehensive Plan; to
repeal and replace the adopted Recreation and Open Space Element with
updated Goals, Objectives and Policies.
The item was introduced by Planning Director-Todd Vandeberg. Comment by
Planning Director-Todd Vandeberg was we're bringing the recreation and open
space element to the meeting tonight. This is a very important element
of the comprehensive plan. Because the quality of life matters in a
particularly small community. And as the community continues to
grow residentially, you've got to be able to provide for the parks and open
space. very important element when you're evaluating a community.
